Improving regional development fund

IBC took part in a meeting of the working group on improving Regional Development Funds (RDFs). Not a single RDF has been created in provinces and 27 development funds of the planned 40 were created in the regions, and a few RDFs applied for funds. The WG discussed and gave comments to the Regulations on RDFs. It was decided to simplify the application form for receiving funds; to give a more precise definition of the concept of "development fund of the region", since according to the current legislation there is no concept of "region", but there is a concept of "province", "city" and "district", so it is necessary to make appropriate amendments. The WG members have not reached a consensus as to whether cities of regional importance can apply for funds. According to the legislation, in Kyrgyzstan there are cities of national status (Bishkek, Osh), regional (regional centers) and district (referring to areas) status.
