The Advisory Council under the Prosecutor General's Office protects the rights of entrepreneurs and investors

On August 19, 2025, the International Business Council took part in a meeting of the Advisory Council for the Protection of the Rights of Entrepreneurs and Investors under the Prosecutor General's Office of the Kyrgyz Republic.

The Council was created in 2021 to ensure effective interaction between government bodies and the business community to protect the rights and legitimate interests of entrepreneurs and investors.

“The business community supports the efforts of the Prosecutor General’s Office in protecting the rights of entrepreneurs and the resumption of the work of the Advisory Council. The International Business Council has made a number of proposals in this area, including measures to compensate for damage caused to entrepreneurs as a result of illegal actions of officials, as well as conducting a comprehensive analysis of the current state of affairs in observing the rights, freedoms and legitimate interests of entrepreneurs and investors,” said Cholpon Dzholdosheva, Deputy Executive Director of the International Business Council.

Mirlan Ashyrbaev, Head of the Department for Supervision of Compliance with the Rights of Entrepreneurs of the Prosecutor General's Office, reported on the work of the Prosecutor's Office to protect the rights of entrepreneurs and investors, and presented the information systems "Registry of Consideration of Investor Complaints and Their Support" and proverka.gov.kg.

Gulshat Asylbaeva, Deputy Minister of Economy and Commerce of the Kyrgyz Republic, spoke about the state economic, tax and customs policies, the creation of favorable conditions for doing business.

Damirbek Bikulov, Deputy Director of the National Investment Agency under the President of the Kyrgyz Republic, introduced the state policy in the field of investment activities, the development of public-private partnerships, assistance to domestic enterprises in finding investors and concluding investment agreements with them.

The reports were followed by free discussions, during which representatives of business associations raised current issues of entrepreneurs and proposed ways to solve them.

The rule of law, protection of private property are fundamental factors for attracting investment and economic development of the country, therefore the International Business Council will continue to make efforts in this direction together with the relevant department of the Prosecutor General's Office and the Advisory Council.
