Parliament deputies propose to create an entertainment and gambling complex in the Issyk-Kul oblast
On April 8, 2021, the Parliament deputies considered in the first reading of the draft law "On a specialized administrative region in the territory of the Issyk-Kul oblast, including a tourist and entertainment complex."
The bill was developed in order to expand the country's economic opportunities, develop the tourism industry and attract investment in the economy to ensure sustainable economic growth of the Kyrgyz Republic, the bill’s authors said. The services of the entertainment and gambling complex will be provided exclusively for foreign citizens only in a closed and specialized area, they added.
Some MPs said that the previous Parliament had done a great job of introducing a ban on gambling activities in the country and expressed doubts that these services would be provided exclusively for foreign citizens.
It is proposed to equate the insurance premiums of foreign citizens temporarily staying in Kyrgyzstan to the rates of Kyrgyz citizens
On April 8, 2021, the draft Law of the Kyrgyz Republic "On amendments to the Law of the Kyrgyz Republic "On tariffs of insurance premiums for state social insurance " was submitted for public discussion.
The bill proposes to equate the payment of insurance premiums of foreign citizens temporarily staying in the Kyrgyz Republic, who currently pay insurance premiums in the amount of 3% to the rates of insurance premiums established for workers who are citizens of the Kyrgyz Republic in the amount of 27.25%.
If the bill is adopted, the insurance premiums of 27.25% will amount to 628.9 million soms per year, including 530.7 million soms to the Pension Fund, the bill’s authors said. According to preliminary calculations, additional insurance contributions to the Pension Fund will amount to 461.2 million soms per year.
JK Committee approved the draft law on the ratification of the Agreement between the governments of Kyrgyzstan and Russia on the provision of gratuitous technical assistance for the development of tax administration
On April 5, the Committee on Budget and Finance of the Jogorku Kenesh of the Kyrgyz Republic approved in the first reading of the draft law “On ratification of the Agreement between the Government of the Kyrgyz Republic and the Government of the Russian Federation on the provision of gratuitous technical assistance by the Russian Federation to the Kyrgyz Republic for the development of the tax administration system of the Kyrgyz Republic, signed on November 13, 2020 in Moscow ".
On the basis of this Agreement, the Russian side will provide free technical assistance in order to develop the tax administration system of the Kyrgyz Republic. Along with this, methods in the field of tax control will be developed to reduce the level of the shadow economy and improve tax administration.
The Ministry of Economy and Finance submits for public discussion a draft law on competition and natural monopolies
On April 5, the Ministry of Economy and Finance of the Kyrgyz Republic submitted for public discussion the draft Law of the Kyrgyz Republic "On amendments to certain legislative acts of the Kyrgyz Republic (to the Code of the Kyrgyz Republic on Violations, the Laws of the Kyrgyz Republic "On Competition", “On Natural Monopolies in the Kyrgyz Republic”).
The draft resolution was developed in order to eliminate gaps in the field of antimonopoly regulation and eliminate contradictions with Article 75 of the Treaty on the Eurasian Economic Union.
The Code of the Kyrgyz Republic on Violations does not contain measures of responsibility for abuse of a dominant position and – unfair competition.
It is proposed to supplement the Code with articles providing for liability measures for violation of antimonopoly legislation.

The Ministry of Economy and Finance submits for public discussion a draft regulation on the creation of a unified electronic register of permits
On April 6, 2021, the Ministry of Economy and Finance of the Kyrgyz Republic submitted for public discussion a draft Government resolution "On the creation of a unified electronic register of permits issued by state bodies and local self-government bodies of the Kyrgyz Republic."
The draft NLA was developed in order to implement paragraph 3 of the Decree of the President of the Kyrgyz Republic dated January 29, 2021, UE No. 3 "On the protection of property and support of entrepreneurs and investors", as well as in order to create the possibility of obtaining in electronic format comprehensive information on permits issued by state bodies and local governments.

It is proposed to exclude restrictions for mining enterprises during blasting operations
On April 6, 2021, the Ministry of Energy and Industry of the Kyrgyz Republic submitted for public discussion a draft government resolution "On Amendments to the Government Decree "On Approval of the Safety Rules for Blasting Operations" dated September 30, 2016 No. 521".
In connection with the adoption of the new Safety Rules for Blasting Operations (Government Resolution dated September 30, 2016 No. 521), difficulties encountered in securing a safe work space in open pit mining companies. According to the new Rules, the size of the exclusion zone for blasting from the nearest charge was set at 20 meters, and this restriction during blasting operations negatively affects the activities of mining enterprises for a number of reasons.
Global mining industry and mining enterprises of the Kyrgyz Republic successfully apply new systems of non-electrical and electronic initiation during blasting operations, which have additional safety measures.
In order to ensure industrial safety and increase the production efficiency of mining enterprises, it is necessary to allow a reduction in the size of the exclusion zone from the nearest charge, the ministry suggests.
The draft NLA proposes to eliminate the restriction for mining enterprises in blasting operations and to allow a reduction in the size of the exclusion zone from the nearest explosive charge.
The International Business Council has repeatedly submitted such a proposal to the Government and the Parliament of the Kyrgyz Republic.

The procedure for requesting certificates and / or paper documents from individuals and legal entities abolished
In order to implement the Decree of the President of the Kyrgyz Republic "On further measures to improve the availability and quality of the provision of state and municipal services to the population" since April 1, 2021, the procedure for requesting from individuals and legal entities certificates and / or paper documents provided by state bodies and bodies have been abolished.
The corresponding decision was signed by the Prime Minister of the Kyrgyz Republic Ulukbek Maripov.
According to the document, it is instructed to provide:
- functioning and data exchange of services between state bodies and local self-government bodies through the system of interdepartmental electronic interaction "Tunduk" (free of charge) in the provision of state and municipal services included in the list, unless the legislation of the Kyrgyz Republic provides for a different procedure for the exchange of information;
- transfer of certificates and / or paper documents to the Ministry of Foreign Affairs of the Kyrgyz Republic, in the case of citizens of the country staying abroad, for submission at the place of demand in the host country;
- compliance with the Law of the Kyrgyz Republic "On personal information" in terms of the existence of legal grounds for working with personal data, within the limits of their powers and competencies established by the legislation of the country in the field of personal information.
