A moratorium on the issuance of licenses for geological prospecting and geological exploration introduced
The licensing of activities related to the right to use subsoil to carry out geological prospecting, exploration and development of gold, silver and copper is temporarily prohibited. The corresponding decision was signed by the Prime Minister of the Kyrgyz Republic Sadyr Japarov on November 13, 2020.
This order does not apply to the renewal of licenses and to the exclusive rights of subsoil users to transform a license for the right to use subsoil.
Amendments to the Tax Code and the Law "On Subsoil" considered
On November 12, at a meeting of the Jogorku Kenesh, the deputies considered the third reading of the draft law "On Amendments to Certain Legislative Acts of the Kyrgyz Republic (the Code of Violations, the Tax Code, the Law" On Subsoil "), initiated by MP Kojobek Ryspaev.
The amendments are aimed at the socio-economic development of the country, including through the hiring of at least 90% of the personnel of mining companies from among the citizens of the Kyrgyz Republic, as well as through the use of tools that stimulate the local economy in the form of acquiring goods and services of domestic producers on a priority basis.

Funds reimbursed to the state for economic and official crimes will be directed to the state budget
On November 12, at a meeting of the Jogorku Kenesh, the deputies considered the second reading of the draft law “On Amendments to Certain Legislative Acts of the Kyrgyz Republic on the Use of Funds Reimbursed by Law Enforcement and Supervisory Bodies”, initiated by the Government.
There is a decision of the Security Council and a government decree, according to which the funds of the Single Deposit Account, which have been received more than 2 billion soms in recent years, should be directed directly to the state budget, but not remain with law enforcement agencies, since this contradicts the Budget Code of the Kyrgyz Republic of 2017.
To eliminate contradictions with the Budget Code, it is proposed to make appropriate amendments stating that the funds received from compensation for damage to the state as a result of economic and malfeasance will go directly to the budget.
Draft law "On Amendments to Certain Legislative Acts of the Kyrgyz Republic on Investment Support" considered
On November 12, the Jogorku Kenesh considered the draft law "On Amendments to Certain Legislative Acts of the Kyrgyz Republic on Investment Support" in the third reading.
The bill is aimed at developing regions, creating jobs for citizens of the Kyrgyz Republic, indirectly aimed at returning labor migrants back to the country, as well as their subsequent employment.
The National Bank made changes to the rules on money transfers and the regulation on payment cards of banks
The Board of the National Bank, by a resolution dated November 4, 2020, amended the Rules for making money transfers through money transfer systems in the Kyrgyz Republic and the regulation “On bank payment cards in the Kyrgyz Republic”.
According to the amendments, an operator (resident or non-resident of the Kyrgyz Republic) to provide services on money transfer systems in the territory of the Kyrgyz Republic must register with the National Bank. The activities of money transfer system operators on the territory of Kyrgyzstan without registration with the National Bank is prohibited.

GKPEN submits for public discussion the draft law on energy saving
On November 11, 2020, the State Committee for Industry, Energy and Subsoil Use of the Kyrgyz Republic submitted for public discussion the draft Law of the Kyrgyz Republic "On Amendments to the Law "On Energy Saving" and the Draft Government Resolution "On the Draft Law "On Amendments to the Law "On Energy Saving".
The draft resolution will make it possible to organize an energy inspection of organizations with the issuance of an energy passport for the rational use of fuel and energy resources, as well as during the technological process, regardless of their form of ownership.
