The Government has been instructed to urgently take measures to protect private capital and property
Acting President of the Kyrgyz Republic Sadyr Japarov signed the Decree “On the acceptance of the exercise of the powers of the President of the Kyrgyz Republic”.
According to the Decree, the Government is charged with:
- To urgently take measures to protect private capital and property, preventing illegal seizure (raider seizure) of property, and creating favorable conditions for investors;
- To intensify work on a package of draft regulatory legal acts for the protection and development of small and medium-sized businesses;
- To make proposals for optimizing the structure of the economy, aimed at adequate perception and resolution of world challenges in the country and prevention of crisis situations.
The decree comes into force from the date of signing, 20 October 2020.
The Anti-Corruption Service of the State Committee for National Security resumes its activity
Acting President of the Kyrgyz Republic Sadyr Japarov signed a decree, according to which, pending comprehensive measures to combat corruption and investigating corruption crimes, in accordance with article 65 of the Constitution, the activities of the Anti-Corruption Service of the State Committee for National Security of the country will resume.
Thus, the Presidential Decree "On some measures to implement the State Strategy to Combat Corruption and Eliminate Its Causes in the Kyrgyz Republic for 2021-2024" dated October 14, 2020 was canceled and declared invalid from the date of its adoption.
The State Committee for National Security should:
- Ensure the functioning of the ACS;
- Make proposals for optimizing further activities of the ACS.
The decree comes into force on the day of its official publication, 20 October 2020.
The Labor Ministry submits for public discussion a draft NLA on promoting employment of the population
The Ministry of Labor and Social Development of the Kyrgyz Republic submits for public discussion a draft resolution of the Government of the Kyrgyz Republic "On Amendments to the Resolution of the Government of the Kyrgyz Republic "On Measures to Implement the Law of the Kyrgyz Republic "On Promotion of Employment of the Population" dated April 12, 2016 No. 208"

Some norms of the constitutional law on the elections of the President of the Kyrgyz Republic and deputies of the JK KR have been suspended
On October 22, 2020, Acting President of the Kyrgyz Republic Sadyr Japarov signed the constitutional Law of the Kyrgyz Republic "On the suspension of some provisions of the constitutional Law of the Kyrgyz Republic "On elections of the President of the Kyrgyz Republic and deputies of the Jogorku Kenesh of the Kyrgyz Republic ".
The law was adopted by the Jogorku Kenesh of the Kyrgyz Republic on October 22, 2020.
The need to adopt this constitutional law is dictated by a number of circumstances, as well as the current socio-political situation in the country.
This Law of the Kyrgyz Republic comes into force from the moment of its official publication and is valid until the completion of the constitutional reform.
The Jogorku Kenesh approves three readings of a bill to reduce the electoral threshold to 3%
On October 22, the MPs considered the draft law “On Amendments to the Constitutional Law of the Kyrgyz Republic “On Elections of the President of the Kyrgyz Republic and Deputies of the Jogorku Kenesh of the Kyrgyz Republic”.
The initiators of the bill are the deputies of the Jogorku Kenesh Altynbek Sulaimanov, Aisuluu Mamashova, Abdyvakhap Nurbaev, Mirlan Jeenchoroev, and Janar Akayev.
The bill is aimed at reducing the percentage barrier provided for in Article 64 of the Constitutional Law of the Kyrgyz Republic "On elections of the President of the Kyrgyz Republic and deputies of the Jogorku Kenesh of the Kyrgyz Republic". It is proposed to reduce the electoral barrier for political parties to enter the Jogorku Kenesh to 3 percent.
