The OSAGO bill considered in the third reading
On December 11, the Parliament deputies considered the third reading of the draft Law “On Amending the Law of the Kyrgyz Republic “On Compulsory Insurance of Civil Liability of Motor Vehicle Owners” (OSAGO).
Responsibility for failure to fulfill the obligation of compulsory insurance is established:
1) For owners and (or) drivers of motor vehicles registered in other states — from January 1, 2020;
2) For owners of vehicles used for the transport of goods or passengers — from January 1, 2020;
3) For vehicles owned or owned by legal entities — from January 1, 2020;
4) For vehicles of state bodies and local governments — from March 1, 2020;
5) For owners and (or) drivers of vehicles registered in accordance with the legislation of the Kyrgyz Republic — from January 1, 2021.
A bill aimed at reducing waste from packaging bags of polymer and plastic materials approved
On December 11, MPs considered the first reading of the draft law “On Amending the Code of the Kyrgyz Republic on Non-Tax Income”.
The bill aims to prevent environmental pollution and reduce the amount of waste generated from packaging bags of polymer and plastic materials. It is proposed to switch to the use of paper bags by introducing a recycling fee in the Kyrgyz Republic when importing and / or selling plastic bags in the domestic market.
The draft law “On amendments to the legislative acts of the Kyrgyz Republic in the field of collection of non-tax revenues” approved in first reading
On December 11, MPs considered the first reading of the draft law “On Amending the Legislative Acts of the Kyrgyz Republic in the Field of Collection of Non-Tax Incomes.”
The draft law aims to bring certain regulatory legal acts into line with the Code of the Kyrgyz Republic on non-tax revenues.
Draft Law on ratification of the Agreement on the legislation harmonization of the EAEU member states in the financial market approved
On December 12, the MPs examined third reading of the draft law “On Ratification of the Agreement on the Harmonization of the Legislation of the Member States of the Eurasian Economic Union in the Sphere of the Financial Market, signed on November 6, 2018 in Moscow.”
The agreement defines the procedure for harmonization of the legislation of the Union member states in the banking, insurance and services sectors in the securities market based on international principles and standards or best international practices in the field of financial market regulation.
The bill on ratification of the Agreement between Kyrgyzstan and Turkey on the mutual promotion and protection of investments approved
On December 12, MPs considered third reading of the draft law “On Ratification of the Agreement between the Kyrgyz Republic and the Republic of Turkey on Mutual Promotion and Protection of Investments, signed on April 9, 2018 in Ankara.”
The agreement establishes standards for the mutual protection of the investments of the parties, such as an investment regime that allows the parties to invest on the basis of a no less favorable regime than that provided to investors of any third party. The resolution of disputes between the parties has been determined.
Draft Law on Ratification of the Agreement between the CIS countries in combating IT crimes approved
On December 12, MPs considered the third reading of the draft law “On Ratification of the Agreement on Cooperation between the Member States of the Commonwealth of Independent States in the fight against crimes in the field of information technology, signed on September 28, 2018 in Dushanbe,”
The draft law aims to conduct domestic procedures in accordance with the Law “On international treaties of the Kyrgyz Republic”. The purpose of the Agreement is to develop cooperation between the Parties in the fight against crimes in the field of information technology of the CIS member states.
The parties will cooperate in the exchange of information on forthcoming or committed crimes in the field of information technologies and the individuals and legal entities involved in them, on methods of committing crimes, assisting in the training and further training of personnel, and other areas.
