The Economy Ministry submits for public discussion a draft regulatory act on the mechanism of administration of the movement of goods within the EAEU
On November 6, 2019, the Ministry of Economy of the Kyrgyz Republic submitted for public discussion a draft Government Resolution “On Amending the Resolution of the Government of the Kyrgyz Republic “On the mechanism of administration of the movement of goods for which the Kyrgyz Republic applies import customs duty rates that differ from duty rates established by the Unified Customs Tariff of the Eurasian Economic Union” dated March 15, 2017 No. 162.”
The purpose and objective of this draft resolution is to regulate the administration of the movement of goods, for which during the transition period the Kyrgyz Republic applies import customs duty rates different from the duty rates established by the Unified Customs Tariff of the Eurasian Economic Union, in accordance with the Law of the Kyrgyz Republic "On ratification international treaties on the accession of the Kyrgyz Republic to the Treaty on the Eurasian Economic Union of May 29, 2014. "
The NLA approved the List of goods and rates for which the Kyrgyz Republic applies import customs duty rates different from the duty rates established by the Unified Customs Tariff of the Eurasian Economic Union.

The Ministry of Labor and Social Development submits for public discussion a draft legal act on the provision of guaranteed state social services at the level of LSG bodies
On November 6, 2019, the Ministry of Labor and Social Development of the Kyrgyz Republic submitted for public discussion a Government Resolution “On piloting the system of providing guaranteed state social services at the level of local governments.”
The NLA was developed in order to implement the laws of the Kyrgyz Republic “On the Basics of Social Services for the Population in the Kyrgyz Republic”, “On the Procedure for the Delegation of Separate State Powers to Local Self-Government Bodies” and “On Local Self-Government”.
The objective of the draft resolution is to determine the approach to planning the need for funds of the national budget to ensure the activities of suppliers of guaranteed state social services at the local government level.
In order to pilot the system of providing guaranteed state social services at the local government level, a temporary methodology has been developed for determining the minimum budget funding for certain guaranteed state social services provided in semi-stationary organizations and social services (centers or day care centers), based on per capita funding standards.
This Interim Methodology defines approaches to planning the need for funds of the national budget to ensure the activities of providers of guaranteed state social services at the level of local authorities (LSG) based on per capita funding standards.

Kyrgyzpatent submits for public discussion draft NLA on cooperation in the field of legal protection of intellectual property
On November 4, 2019, the State Service for Intellectual Property and Innovation under the Government of the Kyrgyz Republic submitted for public discussion the draft Law of the Kyrgyz Republic “On ratification of the Protocol on amendments to the Agreement on cooperation in the field of legal protection of intellectual property and the establishment of the Interstate Council on Legal Protection and intellectual property dated November 19, 2010”, signed on May 26, 2017 in the city of Kazan and the draft Government Resolution “On the draft Law of the Kyrgyz Republic “On ratification of the Protocol on amendments to the Agreement on cooperation in the field of legal protection of intellectual property and the establishment of the Interstate Council on Legal Protection of Intellectual Property dated November 19, 2010”, signed on May 26, 2017 in the city of Kazan.
The draft NLA has been developed in accordance with Articles 10 and 17 of the Constitutional Law of the Kyrgyz Republic “On the Government of the Kyrgyz Republic”, the Law “On International Treaties of the Kyrgyz Republic” and for the purpose of conducting domestic procedures.
