On October 28, 2015 the draft law “On Amendments and Additions to Certain Legislative Acts of the Kyrgyz Republic” was submitted to the Jogorku Kenesh.

The draft law proposes to eliminate the Employee Recreation Fund (ERF) from the laws “On Public Social Insurance”, “On the Social Fund of the Kyrgyz Republic”, and “On Insurance Tariffs of the Public Social Insurance”.

It is pointed out that the current form of the ERF contradicts to the Law of the Kyrgyz Republic “On the Main Budget Law Principles in the Kyrgyz Republic”, which prohibits the executive authorities to create such off-budget funds. Moreover, the operating mechanism of the fund use does not meet the goals of the state social insurance.
