On January 21, the draft Law of the Kyrgyz Republic “On Compulsory Insurance of Civil Liability of Motor Vehicle Owners” was submitted for public discussion. The Parliament deputies are the bill’s authors. The bill aims to extend the term of the Law’s entry into force for 2 years until February 7, 2021.
On January 22, the President of the Kyrgyz Republic Sooronbai Jeenbekov signed the Law “On Amendments to the Law of the Kyrgyz Republic “On Government Procurement”. The law was adopted in order to eliminate contradictions, deficiencies and gaps in the norms of the Law “On Public Procurement” and to harmonize it with the legal regulations of the Eurasian Economic Union.
The law will enter into force upon the expiration of thirty calendar days from the date of its official publication.

On January 23, the Parliament deputies considered several draft laws. Following the vote’s results, the following bills were passed:
In the third reading:
- “On ratification of the Protocol on Amendments to the Agreement between the Government of the Kyrgyz Republic and the Government of the Republic of Kazakhstan on checkpoints across the state border of December 25, 2003, signed on August 17, 2018 in Astana”.
- “On the ratification of the Agreement on international treaties of the Eurasian Economic Union with third countries, international organizations or international integration associations, signed on May 14, 2018 in the city of Sochi”.
- “On ratification of the Agreement on the labeling of goods by means of identification in the Eurasian Economic Union, signed on February 2, 2018 in Almaty”.
- “On ratification of the Agreement on Trade and Economic Cooperation between the Eurasian Economic Union and its member states, on the one hand, and the People’s Republic of China, on the other hand, signed on May 17, 2018 in Astana”.
On January 24, a bill aimed at optimizing tax deductions and insurance premiums (for those employed in textile and garment production) was submitted for public discussion. The bill aims to create favorable conditions for the light industry, increase the number of jobs, stimulate production growth and export opportunities of the country. The Government of the Kyrgyz Republic together with the Social Fund developed a draft Law “On Amendments to Certain Legislative Acts of the Kyrgyz Republic” (to the Tax Code, to the Law “On Tariffs of Insurance Contributions ", and to the Law "On State Social Insurance").
For legal entities operating in the textile and clothing industries, in the period from 2019 to 2023, rates of insurance premiums will be in the amount of 12% of 40% of the average monthly salary, with the number of employees 50 people or more (rates have been reduced from 27% to 12%).

On January 24, the Parliament deputies passed in three readings the draft law “On Amendments to Certain Legislative Acts of the Kyrgyz Republic in the Field of Renewable Energy Sources”. The bill provides tariff preferences for new facilities using renewable energy sources.
The bill aims to establish the legal framework for the further development of economic relations in the energy sector and attraction of direct investments in the sphere of renewable energy sources.
On January 25, the Economy Ministry submitted for public discussion a draft Government Resolution “On Amendments to Some Decisions of the Government of the Kyrgyz Republic”.
The bill aims to bring the Unified Tax Declaration in compliance with the provisions of the Tax Code of the Kyrgyz Republic.

On January 24, the Finance Ministry submitted for public discussion a draft Government Resolution “On the draft Law of the Kyrgyz Republic “On Precious Metals and Precious Stones”. The bill aims to approve the draft Law of the Kyrgyz Republic “On Precious Metals and Precious Stones”, developed by the Finance Ministry, for further forwarding the draft Law to the Parliament.
