On January 9, 2019, the State Inspectorate for Veterinary and Phytosanitary Security under the Government of the Kyrgyz Republic submitted for public discussion a draft Government Resolution “On Amending the Government Resolution “On Approval of Risk Assessment Criteria in Doing Business” dated February 18, 2012 No. 108.
The normative legal act was developed in order to improve the legal regulation of conducting scheduled inspections based on risk assessment. The project makes changes to Chapter 11 “Criteria for assessing the degree of risk of entrepreneurial activity in the field of veterinary and sanitary safety”.

On January 8, 2019, the Decree of the Government of the Kyrgyz Republic No. 648 of December 31, 2018 was published. In order to improve the administration of insurance contributions for state social insurance, the Government of the Kyrgyz Republic decides to determine the State Tax Service under the Government of the Kyrgyz Republic as the authorized state body to perform the functions and powers to collect insurance contributions.

The procedure for obtaining a document to confirm the tax status (residency) of the Kyrgyz Republic has been simplified. A new, simplified procedure for obtaining a document has been introduced in order to create favorable conditions for taxpayers, and also aims at minimizing contacts between business entities and employees of tax authorities.
On January 15, 2019, President of the Kyrgyz Republic Sooronbai Jeenbekov signed the Law of the Kyrgyz Republic “On Amendments to the Air Code of the Kyrgyz Republic”. The law aims to develop civil aviation, increase air transport passenger and cargo traffic, and enhance the accessibility of international air routes and airline tickets for Kyrgyzstani and foreign tourists through unilateral announcement and use of the open skies policy and the fifth air freedom in Kyrgyzstan.
