IBC Mineral Resources Committee discussed results of its activities during the summer months:

a) MRC participated in the working group to amend the legislation in terms of reducing the payment rates for environmental pollution;

b) MRC supported the initiative to reduce the fees for the loss of agricultural land;

c) MRC opposed the Geology Agency’s initiative (now the State Committee for Industry, Energy and Subsoil Use) to increase non-tax payment (fee for a license holding and bonuses) for subsoil users.

The land use bill, which is now being considered by the Jogorku Kenesh of the Kyrgyz Republic, will be revised taking into account numerous appeals of subsoil users, including IBC. That was announced at the meeting.

Initially, the bill proposed to free subsoil users from the land transformation procedure, but MPs rejected this norm during the second reading of the bill.
