On May 13, 2020, as part of measures to reduce epidemiological threats and in order to increase the availability of financial services, a resolution was adopted by the Board of the National Bank of the Kyrgyz Republic “On the Procedure for Identifying and Verifying Clients Remotely”.

In accordance with this resolution, the minimum requirements for remote identification and verification of customers to provide banking services are defined.

Amendments to the draft Law on the licensing system of the Kyrgyz Republic submitted for discussion

The Ministry of Economy of the Kyrgyz Republic submitted for general discussion the draft Law of the Kyrgyz Republic “On Amending Certain Legislative Acts of the Kyrgyz Republic in the Field of the Licensing System”.

This bill has been drafted in order to optimize and liberalize the licensing system of the Kyrgyz Republic.

The amendments are related to the procedure for obtaining information from the register of licenses and permits, as well as the availability and gratuitousness of licensing information posted on the Internet. The draft Law also specifies requirements for licensing control, the procedure for terminating a license and authorization, and canceling a license or authorization.

The State Committee for Industry, Energy and Subsoil Use submits for public discussion a bill on amendments to the procedure for licensing subsoil use

On May 15, the State Committee for Industry, Energy and Subsoil Use of the Kyrgyz Republic submitted for public discussion the Government Resolution “On Amending the Resolution of the Government of the Kyrgyz Republic “On the Procedure for Licensing Subsoil Use” dated November 29, 2018 No. 561

The purpose and objective of this draft Government Resolution is to reduce corruption risks, ensure transparency in the issuance of licenses, involve representatives of interested ministries and departments, local authorities and local state administration in issuing licenses, and improve legislative regulation of the subsoil use sphere.

The current mechanism for issuing the right to use subsoil under the “first filed application” rule is currently not relevant due to the fact that this system is faced with a number of problems.

Amendments to some legislative acts on the administration of collection of insurance premiums for state social insurance signed

On May 14, 2020, President of the Kyrgyz Republic Sooronbai Jeenbekov signed the Law of the Kyrgyz Republic “On Amending Certain Legislative Acts on the Administration of Collection of Insurance Contributions for State Social Insurance”.

The law was adopted by the Jogorku Kenesh of the Kyrgyz Republic on April 15, 2020.

The purpose of the adopted Law is to ensure legislative transfer of the administration of the collection of insurance premiums for state social insurance to the State Tax Service under the Government of the Kyrgyz Republic.

The law makes appropriate amendments to the laws "On State Social Insurance", "On the Social Fund of the Kyrgyz Republic", "On the Procedure for Conducting Inspections of Entrepreneurship Entities", "On the Procedure for Inspecting the Activities of Local Self-Government Bodies", in the Tax Code and Budget Code.

The law shall enter into force 15 days after the date of its official publication.
