Subsoil users discuss with GKPEN issues of licensing and permitting system

The meeting of subsoil users — IBC members held at the Ministry of Economy with the participation of the State Committee for Industry, Energy and Subsoil Use of the Kyrgyz Republic (GKPEN).

The issues of the licensing and permitting system in the field of subsoil use, the use of rock dumps, licensing of the collection of underwater waters used for agricultural and industrial purposes were considered.

Back in 2019, the International Business Council (IBC) proposed to effectively use the so-called technogenic formations formed in the process of production activities of mining companies.

During the development of basic deposits, tailing dumps, waste rock dumps and so on were formed. They can be used for the production of road building materials, construction of tailings dams and water bodies, strengthening of river banks, bridges, building mudflow protection structures.

However, the legislation of the Kyrgyz Republic does not define the procedure for using these man-made formations by mining companies. IBC offered the government ways to resolve this issue.

Currently, subsoil users pay for the disposal of waste and dumps in accordance with the rates of payment for environmental pollution to the territorial funds for environmental protection. According to experts, it would be advisable if the state encouraged the subsoil user to reduce this negative impact by using and, accordingly, reducing overburden dumps for construction.
