IWG considers creation of a single portal to discuss draft NLAs

On May 24, the Ministry of Justice of the Kyrgyz Republic hosted a meeting of the interdepartmental working group on improving the procedure for public discussion of draft regulations and the introduction of a Single Electronic Portal.

The IBC representative is an IWG member.

The Justice Ministry’s experts responded to questions from IWG members regarding the project implementation, feedback mechanisms, and the convenience of searching for bills on the site.

The meeting participants were also interested in the measure of responsibility for non-observance of the feedback rules (that is, the failure to provide substantiated responses to the comments).

Some IWG members expressed concerns that the platform would not function fully after the project completion.

The meeting participants proposed to consider the issue of the obligation of this portal for all rule-making bodies, including the parliament, and also to establish interaction with the OGP National Forum.

Representatives of the regions proposed to develop a mobile version of the e-portal.

The launch of the Single e-portal is one of the obligations of the Ministry under the National Action Plan for the creation of an Open Government in the Kyrgyz Republic for 2018-2020.

The Single e-portal will be an electronic platform where draft normative legal acts (NLAs) will be posted for public comments.

Citizens will have an opportunity to post their comments and proposals to the projects online and receive feedback from the authors of the draft NLAs.
