IBC Committee will consider information technology issues

The IBC Intellectual Property Committee will also consider information technology issues.

Such a decision was made by the Committee members on December 19 at its meeting this year.

Saodat Shakirova, the Committee Chair, reported on the results for 2018 and plans for 2019.

The meeting participants discussed amendments and additions to the Criminal Code and the Criminal Procedure Code of the Kyrgyz Republic in terms of violations in the field of intellectual property.

According to the current Criminal Procedure Code of the Kyrgyz Republic of June 30, 1999, crimes committed in the field of intellectual property that are crimes of minor gravity and less serious crimes are related to private-public charges. This makes it possible to initiate and terminate criminal prosecution both at the initiative of the law enforcement body and the statement of the injured party.

Due to the entry into force in 2019 of the new Criminal Procedure Code of the Kyrgyz Republic, this procedure for criminal prosecution will be completely different. Thus, according to Article 23 of the Code of Criminal Procedure No. 20 of February 2, 2017, criminal prosecution for crimes committed in the field of intellectual property will be carried out in a public manner. Omurgul Balpanova, a member of the IBC Intellectual Property Committee, informed the participants about the innovations.

Elina Sakkaraeva presented the Open Data project, implemented by the State Committee for Information Technologies and Communications with the support from the World Bank. The goal of the project is to create a national open data platform and mechanisms for public access to them.
