Business introduces proposals for a draft resolution on a moratorium on inspecting entrepreneurs

IBC Executive Director Askar Sydykov took part in a meeting with Economy Minister Oleg Pankratov. The Minister presented the draft Resolution of the Government of the Kyrgyz Republic "On the introduction of a temporary ban (moratorium) on inspections conducted by law enforcement, tax and other authorized bodies that have the right to conduct inspections of business entities."

According to the Economy Ministry, the moratorium is introduced in order to support the economic activity of business entities, ensure their legal protection, eliminate unreasonable and excessive interference of state supervisory bodies in the activities of business entities, as well as in measures to create a favorable investment environment.

At the same time, the draft resolution provides to conduct monitoring of business entities by authorized bodies that have the right to conduct inspections "in order to prevent violations during the moratorium."

Representatives of the business community proposed to clarify the concept of monitoring, so that it would not happen that monitoring could become a new type of audits. The business also identified other risks related to the introduction of the moratorium, including additional taxation.
