The Government provides for a postponement of the introduction of certain requirements for operations with commodities containing precious metals
On April 17, 2020, in order to establish a transitional period and ensure an uninterrupted production process for subsoil use, amendments were made to the Government Resolution “On some issues of conducting operations with commodities containing precious metals” dated September 14, 2017 No. 570.
In particular, requirements for the inspection company in terms of accreditation according to the ISO / IEC 17020 standard have been delayed until September 1, 2020, and the requirement for mandatory membership in the International Federation of Inspection Agencies have been excluded.
The changes include the recommendations of the IBC Mineral Resources Committee previously submitted to the Government.

Amendments to the Law on Public Procurement made
On April 21, 2020, President of the Kyrgyz Republic Sooronbai Jeenbekov signed the Law “On Amending the Law of the Kyrgyz Republic “On Public Procurement.”
The law was adopted by the Jogorku Kenesh of the Kyrgyz Republic on April 15, 2020.
The law introduces amendments to Article 4 (Concessions provided to domestic suppliers/contractors) and Article 21 (Procurement by direct contracting) of the Law of the Kyrgyz Republic dated April 3, 2015 No. 72 “On Public Procurements” with the aim of state support of the domestic producer and ensuring efficiency in public procurement in the state of emergency.

Gosfinnadzor submits a bill on auditing for public discussion
On April 23, the State Service for Regulation and Supervision of the Financial Market under the Government of the Kyrgyz Republic submitted for public discussion the draft Law of the Kyrgyz Republic “On Amending Certain Legislative Acts in the Field of Auditing” and the draft Government resolution on the draft Law of the Kyrgyz Republic “On Amending into some legislative acts in the field of auditing.”
The bill was drafted to harmonize the norms of the legislation of the Kyrgyz Republic with the main package introduced by the draft Law of the Kyrgyz Republic “On Auditing.”
The draft law is aimed at eliminating contradictions between the norms of the legislation of the Kyrgyz Republic in various areas and the norms of the draft Law of the Kyrgyz Republic “On Auditing”, as well as at developing the necessary measures to implement the rules of law and creating mechanisms of the authorized state body to achieve law enforcement practice of the above draft law.

The Financing Agreement between the Kyrgyz Republic and the International Development Association has been ratified (Emergency project on COVID-19)
On April 21, 2020, President of the Kyrgyz Republic Sooronbai Jeenbekov signed the Law "On Ratification of the Financing Agreement between the Kyrgyz Republic and the International Development Association (Emergency Project on COVID-19), signed on April 7, 2020 in Bishkek."
The law was adopted by the Jogorku Kenesh of the Kyrgyz Republic on April 15, 2020.
Under the Agreement, the World Bank, acting as one of the development partners to provide financial support for the implementation of the Emergency Project on COVID-19, provides concessional financing in the amount of $12.150 million, including in a grant of $6.075 million and a loan of $6.075 million (the loan will be provided on standard terms of the International Development Association for a period of 38 years, with a 6-year grace period, with an interest rate of 0.75% per annum).
