Parliament deputies approve amendments to allow for rapid public procurement in high alert

On April 15, MPs approved the third reading of the draft law “On Amending the Law of the Kyrgyz Republic “On Public Procurement” initiated by the Government.

The bill was developed in order to support domestic producers, conduct operational procurements in high-readiness mode, in just a few hours, without publishing announcements, and conclude agreements by price monitoring.

To support domestic entrepreneurs, it is proposed to supplement article 21 with a paragraph on the priority of the purchase of goods produced in Kyrgyzstan, subject to availability of certificates and compliance with the prices of the antimonopoly authority. MPs also recommended that the authors of the bill eliminate corruption risks.

The draft Parliament resolution on agreement with the Government proposal to use the funds from the State Budget Reserve approved

On April 15, the MPs approved the draft resolution of the Jogorku Kenesh “On agreement with the proposal of the Government of the Kyrgyz Republic on the use of funds from the State Budget Reserve”.

The Government proposed to use funds from the State Budget Reserve due to the financing of measures to combat COVID-19.

Domestic entrepreneurs will be able to export face masks and non-medical respirators

On April 17, amendments were made to the Government resolution “On the introduction of a temporary ban on the export of medicines and medical supplies from the Kyrgyz Republic” dated February 3, 2020 No. 57, in terms of permitting the export of masks and non-medical respirators to the EAEU member states.

According to the amendments, domestic entrepreneurs will be able to export face masks and non-medical respirators classified by the code 6307 90 980 0 of the EAEU FEA, based on official information from the Department of Drug Support and Medical Technology under the Ministry of Healthcare of the Kyrgyz Republic.

Parliament approves the transfer of functions for the collection and administration of insurance premiums to the State Tax Service

On April 15, 2020, the Jogorku Kenesh approved three readings of the draft law “On Amending Certain Legislative Acts of the Kyrgyz Republic on the Administration of Collection of Insurance Contributions for State Social Insurance”.

The bill was drafted in order to transfer the functions of collecting and administering insurance premiums to the State Tax Service of the Kyrgyz Republic.

The State Committee for Information Technologies and Communications of the Kyrgyz Republic submits for public discussion a draft legal act on the rules for using the state portal of electronic services

On April 16, the State Committee for Information Technologies and Communications of the Kyrgyz Republic submitted for public discussion a draft resolution of the Government of the Kyrgyz Republic “On Amending the Government Resolution “On Approving the Rules for Using the State Electronic Services Portal” dated October 7, 2019 No. 525.”

The NPA was developed in order to implement the Roadmap for the implementation of the Digital Kyrgyzstan Transformation Concept 2019-2023.

The NLA aims to create favorable conditions for citizens to use the state portal of electronic services.

The President of the Kyrgyz Republic signs a Decree on the extension of the state of emergency in certain cities and regions of the country until April 30, 2020

On April 14, President of the Kyrgyz Republic Sooronbai Jeenbekov signed the Decree “On Amending Certain Decisions of the President of the Kyrgyz Republic”.

The decree extends the state of emergency in the cities of Bishkek and Osh, Nookat and Kara-Suy districts of the Osh oblast, the city of Jalal-Abad and Suzak district of the Jalal-Abad oblst until April 30, 2020.

The Decree “On the introduction of a state of emergency on the territory of the city of Naryn and At-Bashinsky district of the Naryn oblast of the Kyrgyz Republic” signed

On April 14, President of the Kyrgyz Republic Sooronbai Jeenbekov signed a Decree “On the introduction of a state of emergency in the territory of the city of Naryn and At-Bashinsky district of the Naryn oblast of the Kyrgyz Republic”.

A Commandant’s Office was established in the city of Naryn and At-Bashinsky district to ensure a state of emergency.

Standard Instruction for Office Work in the Kyrgyz Republic approved

On April 13, the Government of the Kyrgyz Republic approved the Model Instruction for Office Work in the Kyrgyz Republic in order to improve the organization of office work in institutions and organizations and to ensure document management using modern information technologies, in accordance with Articles 10 and 17 of the Constitutional Law of the Kyrgyz Republic “On the Government of the Kyrgyz Republic”,.

Ministries, state committees, administrative departments, local state administrations, local self-government bodies (as agreed), state and municipal enterprises and institutions have to keep records in accordance with the Model Instruction.

Organizations, enterprises and institutions with a private form of ownership are recommended to conduct paperwork in accordance with the Standard Instructions.
