A bill on the transfer of functions for the collection and administration of insurance contributions to the Tax Service approved

On March 4, the Parliament deputies considered the second reading of the draft law “On Amending Certain Legislative Acts of the Kyrgyz Republic on the Administration of Collection of Insurance Contributions for State Social Insurance”.

The law was drafted n order to transfer the functions of collecting and administering insurance premiums to the State Tax Service under the Government of the Kyrgyz Republic.

A bill to improve the motor third party liability insurance system approved

On March 4, the MPs considered the third reading of the draft law “On Amending Certain Legislative Acts of the Kyrgyz Republic in the Field of Compulsory Insurance of Civil Liability of Carriers” (the Laws “On Compulsory Insurance of Civil Liability of a Carrier of Dangerous Goods”, “On Compulsory Insurance of Civil Liability of a Carrier to Passengers”).

The bill is aimed at improving insurance legislation in the field of protecting property interests of passengers. The amendments provide for a change in the basic concepts, in particular, the circle of persons who are beneficiaries, etc. has been specified.

Amendments to the Law “On Commodity Exchange and Exchange Trade in the Kyrgyz Republic” approved

On March 3, 2020, information was officially published that President of the Kyrgyz Republic, Sooronbai Jeenbekov, signed the Law “On Amending the Law of the Kyrgyz Republic “On Commodity Exchange and Exchange Trade in the Kyrgyz Republic”.

The law was adopted by the Jogorku Kenesh of the Kyrgyz Republic on January 22, 2020.

The Law introduces certain amendments and additions to the Law of the Kyrgyz Republic dated June 29, 1992 No. 915-XII “On Commodity Exchange and Exchange Trade in the Kyrgyz Republic” with the aim of improving the legal regulation of relations arising in the field of activity of the commodity exchange and exchange trading in the Kyrgyz Republic.

Unified Register of Consumer Rights Protection Organizations to be created In Kyrgyzstan

On March 4, MPs considered the first reading of the draft law “On Amending the Law of the Kyrgyz Republic “On Protection of Consumer Rights” initiated by the Government.

The draft law was developed in order to improve consumer protection and fill gaps in the Law, as well as to bring it into line with the Codes of Violations, Misconduct, the Criminal Code and the Recommendation of the Eurasian Economic Council “On General Approaches to the Conduct of a Coherent Policy by the Member States of the Eurasian Economic Union in the field of consumer protection when selling goods (works, services) remotely.”

The bill also provides for the creation of a unified register of public associations for the protection of consumer rights.

On March 5, MPs considered the first reading of the draft law “On Amending the Law of the Kyrgyz Republic “On Electronic Governance”. The bill aims to bring the law on electronic governance in line with the codes of the Kyrgyz Republic adopted as part of the ongoing judicial reform in the country.
