On February 10, 2020, the draft Law of the Kyrgyz Republic “On Amending Certain Legislative Acts of the Kyrgyz Republic (the Code on Violations, the Tax Code, the Law “On Subsoil”, the Law “On Tailings and Mountain Dumps” was submitted for public discussion.

Initiator: Deputy of the Jogorku Kenesh Kojobek Ryspaev.

The purpose and objective of the bills is to amend legislative acts in the field of subsoil use, improve the administration of subsoil use, and eliminate internal contradictions, legal conflicts, gaps in the legislation in the field of subsoil use.

On February 13, 2020, President of the Kyrgyz Republic Sooronbai Jeenbekov signed the Law “On Amending the Law of the Kyrgyz Republic “On Enactment of the Tax Code of the Kyrgyz Republic”.

The law was adopted by the Jogorku Kenesh of the Kyrgyz Republic on January 22, 2020.

The law provides for the postponement until 2026 of the universal tax return and the phased introduction of the obligation to submit a single tax return for certain categories of individuals.

On February 14, 2020, the Ministry of Economy of the Kyrgyz Republic submitted for public discussion a draft Government resolution “On approval of the Ak Konush 2020-2025 Program of the Government of the Kyrgyz Republic“.

The NLA was developed in accordance with the Protocol of the Government Session No. 4 dated May 22, 2019 on the development of the updated “Affordable Housing” Program for the medium term.

The NLA aims to establish the legal framework for the implementation of a unified state policy in the field of providing affordable housing for citizens.The document was drafted in accordance with the Law of the Kyrgyz Republic “On State Mortgage Housing Lending” dated May 4, 2017 No. 73 and the National Sustainable Development Strategy of the Kyrgyz Republic for 2018-2040.

On February 14, 2020, the Ministry of Internal Affairs of the Kyrgyz Republic submitted for public discussion the draft Law of “On Combating Organized Crime”.

The draft law was developed in order to clarify and supplement the provisions of the Criminal Code of the Kyrgyz Republic on the effective combating of organized crime. The conceptual idea of the bill is to strengthen state mechanisms to counteract organized forms of crime, introduce new forms and methods of counteracting organized crime, suppress financial sources of its existence, as well as eradicate the facts of participation of public servants in it.

On February 13, 2020, deputies of the Jogorku Kenesh adopted an agreed version of the Law “On Amending the Law of the Kyrgyz Republic “On Compulsory Third Party Liability Insurance of Motor Vehicle Owners”.

On February 12, 2020, draft laws of the Kyrgyz Republic “On restricting the turnover of packages from polymer film in the territory of the Kyrgyz Republic” and “On amendments to the Code of the Kyrgyz Republic on Violations” were submitted for public discussion.

The draft law was developed in order to reduce the harmful effects of polymer materials on health and the environment in the Kyrgyz Republic by establishing liability measures for violating the legislative ban on the import, production, sale and free distribution of packaging bags of polymer materials in the trade and services sector.

In accordance with the bill, the sale of bags from polymeric materials will be allowed until June 1, 2021, when the stocks of existing bags will be exhausted by this time, and production will be allowed until January 1, 2021. By the indicated dates, entrepreneurs should use the opportunities provided to sell already imported and manufactured goods, as well as complete the production of hazardous plastic bags.
