The law provides for the following rules affecting investment issues:
The concept of "investment lot" is introduced, which means a set of solutions provided to the investor, taking into account the specifics of the initiated projects, which include an investment proposal, project infrastructure, assets, analysis of the raw material base and sales markets, the provision of permits and preferences.
The investment threshold in an investment project has been reduced to $10 million for concluding an investment agreement through direct negotiations between the Government of the Kyrgyz Republic and an investor. This threshold was previously $50 million.
The Investment Promotion and Protection Agency of the Kyrgyz Republic is granted the right to issue an application to the Ministry of Foreign Affairs of the Kyrgyz Republic for an investment visa to investors who have invested more than 10 million soms.
Changes to the legislation on PPP have been envisaged. In particular, PPP projects are differentiated into large and small projects. The opportunity to conduct a tender is provided with one application for participation in the qualification selection for large projects. The PPP Center under the Ministry of Economy is defined as the authorized state body for the coordination of PPP projects.
