President Jeenbekov signs the law on the prohibition of prospecting, exploration and development of uranium and thorium deposits
President of the Kyrgyz Republic Sooronbay Jeenbekov signed the Law of the Kyrgyz Republic "On the prohibition of activities related to the geological exploration of mineral resources for the purpose of prospecting, exploration and development of uranium and thorium deposits in the Kyrgyz Republic."
The law was adopted by the Jogorku Kenesh of the Kyrgyz Republic on October 31, 2019.
This Law prohibits in the territory of the Kyrgyz Republic:
1) Implementation of activities related to the geological study of the subsoil with the aim of prospecting and exploration of uranium and thorium deposits;
2) Development of uranium and thorium deposits (mining of uranium, thorium);
3) Development of radioactive tailings, dumps and their transfer to private individuals for the purpose of further development and maintenance.
Import of uranium-containing and thorium-containing raw materials and waste is not allowed into the territory of the Kyrgyz Republic.
This Law shall enter into force after fifteen days from the date of official publication, December 16, 2019.
The Parliament Committee approves a bill amending certain legislative acts in the field of compulsory insurance of civil liability of vehicle owners
On December 16, 2019, the Parliament Budget and Finance Committee approved the draft law “On Amending Certain Legislative Acts of the Kyrgyz Republic in the Field of Compulsory Civil Liability Insurance of Vehicle Owners”.
The draft law is designed to guarantee compensation for harm caused to the environment, life, health and (or) property of third parties, passengers, as well as to protect the rights and interests of victims.
The Economy Ministry submits a draft NLA on electronic commerce for public discussion
The Ministry of Economy of the Kyrgyz Republic submitted for public discussion the draft Law of the Kyrgyz Republic “On Electronic Commerce” and the draft Government resolution “On approval of the draft Law of the Kyrgyz Republic “On Electronic Commerce.”
The NLA aims to regulate relations between government bodies, individuals and legal entities in the field of electronic commerce and to establish requirements for electronic transactions for the sale, purchase and exchange of goods and services, including exclusive rights to intellectual property.

A bill on the differentiation of credit information considered
On December 19, 2019, MPs considered a draft law “On Amending Certain Legislative Acts of the Kyrgyz Republic (Laws “On the Exchange of Credit Information ”, “On State Registration of Rights to Real Estate and Transactions with It ”, “On the Social Fund of the Kyrgyz Republic”, and Tax Code).”
The bill proposes to differentiate credit information into positive credit information and negative credit information. At the moment, there is no such differentiation in the legislation, and its introduction will make it possible to more efficiently maintain a database in credit bureaus.
