On February 6, 2019, the President of the Kyrgyz Republic Sooronbai Jeenbekov signed the decision of the Security Council of the Kyrgyz Republic “On measures to ensure safety in the sphere of subsoil use of the Kyrgyz Republic”.
The draft decision was adopted at the meeting of the Security Council held on January 30, 2019 under the chairmanship of the President of the Kyrgyz Republic.
The draft decision was finalized taking into account the suggestions and comments of the Security Council members.
On February 4, 2019, the draft Law of the Kyrgyz Republic “On Amendments to the Water Code of the Kyrgyz Republic” was submitted for public discussion. The bill provides for state protection of glaciers, sources of clean and fresh water in Kyrgyzstan.
On February 4, 2019, the draft Law of the Kyrgyz Republic “On Amendments to Certain Legislative Acts of the Kyrgyz Republic” (Law “On the Exchange of Credit Information”) was submitted for public discussion. The bill proposes to provide for the mandatory transfer of credit information to credit bureaus without the consent of the borrower. The bill also provides for the reduction of the storage period of credit information in the database of the credit bureaus from 7 to 3 years. It is also proposed to split the credit information into positive credit information and negative credit information.
On February 8, 2019, the Ministry of Economy of the Kyrgyz Republic issues for public discussion the Government Decree “On the draft Law of the Kyrgyz Republic “On Amendments to the Tax Code of the Kyrgyz Republic”. The goal of fiscal reform is to create one of the favorable tax systems in the region.

On February 7, the Economy Ministry submitted for public discussion the draft Law of the Kyrgyz Republic “On Amendments to Certain Legislative Acts of the Kyrgyz Republic (to the Tax Code of the Kyrgyz Republic and to the Law of the Kyrgyz Republic “On Bankruptcy (Insolvency).”
The proposed changes aim to reveal the facts of false bankruptcy and establish the rules governing the participation of state bodies in the bankruptcy process.

On February 6, 2019, the Government of the Kyrgyz Republic supported the initiative of the deputies of the Jogorku Kenesh of the Kyrgyz Republic to amend the Law of the Kyrgyz Republic “On compulsory insurance of civil liability of motor vehicle owners” in terms of postponing its entry into force for 2021.
