IBC
March 18, 2019

A video story published on the Kabar IA website was prepared by IBC to discuss issues of public procurement of drugs and medical devices.

Problems in the public procurement system have been discussed for a long time and at different levels. It is generally recognized that corruption is also present there as a result of the non-transparency of tenders and ignorance.

The checks conducted by the Accounts Chamber revealed many problems in this system.

Procurement violations led to unreasonably high prices, the supply of substandard goods, and creation of an artificial shortage of drugs.

The participants discussed how to establish a well-functioning public procurement system in this area on the principles of transparency, accountability and the implementation of best international practices.

Participants:

Larissa Kokareva, Crown Agents Regional Manager for Central Asia

Kanatbek Moldokulov, Board Chairman of the Association of Procurement Experts of Kyrgyzstan

Sanjar Toktomambetov, IBC legal expert (moderator).
