IBC discusses business challenges in the leading sectors of Kyrgyz economy

On July 27 IBC held a roundtable on the theme: "Business challenges in the leading sectors of economy and ways to solve them." Business associations, parliament members, government officials, representatives of international organizations and embassies discussed the most pressing issues in the priority sectors of Kyrgyz economy such as telecommunications, the financial sector and subsoil.

The roundtable was attended by representatives of the Office of the President of the Kyrgyz Republic, Vice Prime Minister of Kyrgyzstan Oleg Pankratov, Вeputy of the Jogorku Kenesh Abdyvaлhap Nurbayev, Economy Minister Arzybek Kojoshev, Chairman of the State Committee for Industry, Energy and Mining Duyshenbek Zilaliev, Director of the Investment Promotion Agency Alymbek Orozbekov, MVO, Ambassador Extraordinary and Plenipotentiary of the United Kingdom and Northern Ireland to the Kyrgyz Republic Robin Ord-Smith, other high officials.

To develop the mining industry, it is necessary to simplify the procedure of land transformation, Aicholpon Jorupbekova, IBC Mineral Resources Committee member said. The attempt to raise taxes and other compulsory payments without a full analysis and justification also complicate the activities of the industry. The new method of determining the fees for pollution is burdensome for companies. A common policy of all state authorities, including the Jogorku Kenesh and the Government of the Kyrgyz Republic, should be developed in the sphere of subsoil use, she concluded.

According to Chairman of the IBC Financial Market Committee Ulanbek Termechikov, it is necessary to solve the problem of financial reserves to cover potential losses on loans. New requirements for the creation of high reserves will lead to the restriction of issuance of investment credits, which will adversely affect the economy of Kyrgyzstan, he said. Reduced profitability of the banking sector will negatively affect the confidence of the population and investors.

Telecommunication companies are facing many problems related to the installation of small telecommunication facilities throughout the country. “We believe unlawful the requirement of authorization for the construction and installation of small telecommunication facilities - poles and mini-towers for transmission lines. The land transformation procedure for the installation of such facilities is tightened and economically inexpedient,” she said. The problem of harmonization of tariffs for international calls is particularly acute, taking into account the international obligations of the Kyrgyz Republic in matters of taxation.

As a result of discussions, joint recommendations were adopted to improve the business environment in Kyrgyzstan. The event was widely covered in the media, including television, print and electronic media, total there were about 40 publications.
