Online portal will help subsoil users in Kyrgyzstan

IBC representatives took part in the presentation of the online portal to assist subsoil users in the Kyrgyz Republic (http://gkpen.on.kg/portal), held on October 12 at the State Committee for Industry, Energy and Subsoil Use of Kyrgyzstan (SCIESU).

According to the SCIESU Chairman Ulanbek Ryskulov, the main goal of the online portal is to ensure transparency and open access for the mining investors to the information on procedures for obtaining government services and expertise for work in the field of subsoil use.

It is assumed that this resource will improve the understanding of subsoil users of administrative procedures and provide a legal support tool that will affect the investment attractiveness of the mining industry.

The portal is automatically synchronized with the database of the Ministry of Justice of the Kyrgyz Republic, daily updating the normative acts. Subsoil users will receive a notice if a normative act is updated.

The online portal contains information on eight key processes, detailed to the level of the number of steps being taken, contacts of a particular department of the responsible state body, regulatory legislation, etc. The portal has active links to regulatory and legal acts.

The structure of the portal is formed in the roadmap style which allows its users to pre-define the procedures necessary and estimate the time costs.

The online portal was developed with the financial and technical support of the Program "Deutsche Gesellschaft für internationale Zusammenarbeit” (GIZ) GmbH (German Society for International Cooperation) and "Mineral Resources for Development in Central Asia" from the funds of the Government of Germany.
