A draft regulation on testing ore and concentrate samples submitted for public discussion
On August 7, the State Committee for Industry, Energy and Subsoil Use of the Kyrgyz Republic submitted for public discussion the draft Government resolution "On Amendments to the Resolution of the Government of the Kyrgyz Republic "On Certain Issues of Conducting Operations with Raw Materials Containing Precious Metals" dated September 14, 2017 No. 570.
The purpose and objective of this draft Government resolution are:
- Obligatory testing of ore and concentrate samples in the territory of the Kyrgyz Republic;
- Extension of the accreditation period according to ISO / IEC 17020 from September 1, 2020 to April 1, 2021.
According to the Decision of the Security Council of the Kyrgyz Republic dated January 30, 2019 No. 1 "On measures to ensure safety in the field of subsoil use of the Kyrgyz Republic”, it is recommended that the Government of the Kyrgyz Republic combine inspection and laboratory functions in one testing and inspection organization and consider the feasibility of transferring these functions only to the Central Laboratory state enterprise at the State Committee for Industry, Energy and Subsoil Use..
According to the order of the First Deputy Prime Minister of the Kyrgyz Republic dated April 22, 2020 No. 15-1343, as part of the execution of part 5 of Art. 12 of the Constitution of the Kyrgyz Republic and Art. 3 of the Law of the Kyrgyz Republic "On Subsoil", to submit to the Office of the Government of the Kyrgyz Republic a draft decision of the Government of the Kyrgyz Republic providing for the mandatory testing of ore and concentrate samples in the territory of the Kyrgyz Republic.
It is also proposed to change the clause 13 of the Procedure for export from the territory of the Kyrgyz Republic and import into the territory of the Kyrgyz Republic of ores, concentrates and wastes containing precious metals and associated recoverable metals after the words "own laboratory" to add the words "located in the territory of the Kyrgyz Republic” and in clause 4, the words "branch or representative office," shall be deleted.
An analysis of the ongoing processes under the conditions of an emergency and a state of emergency related to the spread of COVID-19 in the territory of the Kyrgyz Republic indicates the presence of certain unforeseen barriers for inspection companies to timely obtain accreditation according to the ISO / IEC 17020 standard.
It is not possible for inspection companies to pass this accreditation by September 1, 2020. In this regard, it became necessary to extend the period until April 1, 2021.

In order to effectively manage the public debt of the Kyrgyz Republic, in accordance with Articles 10 and 17 of the Constitutional Law of the Kyrgyz Republic "On the Government of the Kyrgyz Republic", the Government of the Kyrgyz Republic decides:
- To approve the Strategy for Public Debt Management of the Kyrgyz Republic for 2020-.
- To recognize as invalid the resolution of the Government of the Kyrgyz Republic "On Approval of Public Debt Management Strategy of the Kyrgyz Republic for 2018‒2020" dated February 5, 2018 No. 79.

Gosfinnadzor proposes to improve the accounting system of the stock market of the Kyrgyz Republic
On August 7, the State Service for Regulation and Supervision of the Financial Market under the Government of the Kyrgyz Republic submitted for public discussion the draft Government resolution "On the development of the stock market accounting system and amendments to some decisions of the Government of the Kyrgyz Republic"
The draft NLA was developed in order to improve the accounting system of the stock market of the Kyrgyz Republic.
The adoption of the draft resolution will make it possible to continue the implementation of the Program for the harmonization of the laws of the EAEU member states, according to which unified approaches to activities in the financial market of these states will be established during integration.

The draft RLA in the field of subsoil protection and use of in the development of mineral deposits submitted for public discussion
On August 5, the State Committee for Industry, Energy and Subsoil Use of the Kyrgyz Republic submitted for public discussion a draft Government resolution "On issues of protection of subsoil and standards for losses of minerals during the extraction and processing of mineral raw materials."
The draft RLA was developed in order to:
- Bringing in accordance with Article 54 of the Law of the Kyrgyz Republic "On Subsoil", which stipulates that the amount of losses reimbursed to the state is determined in accordance with the amount and value of reserves that have lost their economic value due to the fault of the subsoil user, and in the case of illegal use of subsoil, the cost is illegal extracted and / or lost as a result of this activity of minerals. The procedure for calculating and recovering losses is determined by the Government of the Kyrgyz Republic.
- Establishment of uniform requirements for the rational, integrated use of minerals and the protection of subsoil.
- Execution of clause of the Decision of the Security Council of the Kyrgyz Republic dated January 30, 2019 No. 1 "On measures to ensure safety in the field of subsoil use of the Kyrgyz Republic", in which it is recommended to the Government of the Kyrgyz Republic to ensure the adoption of a normative legal act regulating the methodology for calculating the amounts subject to compensation for the excess loss of minerals during mining and processing, due to non-compliance with the requirements of license agreements and conditions of technical projects.
- Optimization of the work of the authorized state body for environmental and technical safety.

The Procedure for interdepartmental coordination of work on a unified system of classification and coding of technical, economic and social information approved
On June 30, the Resolution of the Government of the Kyrgyz Republic of July 24, 2020 No. 395 "On a unified system of classification and coding of technical, economic and social information of the Kyrgyz Republic" was published.
In order to implement the Law of the Kyrgyz Republic "On the Basics of Technical Regulation in the Kyrgyz Republic", in accordance with Articles 10 and 17 of the Constitutional Law of the Kyrgyz Republic "On the Government of the Kyrgyz Republic", the Government of the Kyrgyz Republic decides:
To approve:
- The procedure for the implementation of interdepartmental coordination of work on the development and application of a unified system of classification and coding of technical, economic and social information;
- The list of state, statistical, regional (interstate) classifiers of technical, economic and social information to be developed, maintained, updated and applied.
