IBC Committees of member representatives develop and present IBC policy on a range of issues affecting the business community in the Kyrgyz Republic. They identify the challenges faced by business and proactively address them through commentary and discussion and most important the development of IBC policy positions.
IBC Committees meet regularly – as determined by the Committee Chairman, but not less than once every two months – to identify key issues and prepare recommendations for approval by the IBC Board. The Committees provides a forum for networking and exchange of information.
Composition of IBC Committees
Any IBC member may join any Committee. Committee Chairman is appointed by the Board, based on the individual’s commitment to organizing the Committee and a balanced approach to development and presentation of proposals. Appointments are made on an annual basis.
Administrative and professional support for the Committees and Committee Chairmen are provided by IBC staff members. Agendas, minutes and other related materials are available on the IBC website for IBC members only.
IBC committees
The Mineral Resources Committee has been the most active in bringing together representatives of more than thirty major mining enterprises and over twenty consulting companies at different times during recent five years. The committee is unique because it is practically the only sectoral and independent platform of such format for giant subsoil users. That in return provides an opportunity to promptly raise and resolve issues arising in subsoil use.
The IBC has managed to resolve investors’ issues, arbitration proceedings, and contributed to the improvement of legislation. The IBC representatives organized press conferences with the participation in parliamentary sessions, dealt with heated debates over bills and took part in lengthy discussions during committee proceedings.
The insistence that IBC has demonstrated with the active position of its members and the assistance of the IBC executive body during times of appealing to the competent authorities, drew the public attention and business associations to market development. The IBC was successful in resolving a lot of acute issues of subsoil investors and contributed to the development of legislation and the mining industry as a whole.

Our Fiscal Policy Committee consists of leading tax consultants and country experts in the field of audit, accounting and related areas representing the largest consulting and other companies of the country. The committee consists of famous companies Baker Tilly, KPMG, Deloitte, PWC, Ernst & Young, and Mazart. The committee is a unique expert platform for the exchange of experience, which makes it possible to resolve many issues such as tax and customs legislation on the spot following discussion at the committee meetings.
Based on the diligent work, two members of the committee have joined the Methodological Council for Coordinating Fiscal Policy (MCfCFP) under the Ministry of Economy of the KR, the authorized body for clarifying the norms of the country’s tax legislation. In addition, representatives of the committee are included in working groups, commissions designed to determine fiscal policy and resolve emerging issues in this area on a regular basis.
Apart from that, the Committee Secretariat (IBC staff) had permanently been disseminating the draft laws, regulations and other appropriate information IBC received, as well as collecting, generalizing and sending the comments and proposals to relevant state agencies. Monthly regular meetings provide a possibility for a constant dialogue and systematic work on clarifying and improving the country’s tax and customs legislation.

The SD & CSR committee was launched in April 2011 to establish an equal dialogue and cooperation of the business community with interested groups in order to regulate business matters on social, economic and environmental levels. As well as to enhance recognition of the private sector of Kyrgyzstan in the development of the country.
The SD & CSR committee has become a unique platform for discussion and promotion of the CSR. A relatively new concept for Kyrgyzstan, the effectiveness, and utility of which have been recognized in many countries of the world and is gaining increasing popularity.
The representative of the Committee participated in the United Nations Conference on Sustainable Development ‘Rio+20’ in 2012 and the next year Kyrgyzstan demonstrated its readiness to comply with 17 Sustainable Development goals.

The IBC Committee on Intellectual Property was established in 2013 to create and develop the intellectual potential of the domestic business and improve the competitiveness of the country’s economy.
The committee actively interacts with the State Service for Intellectual Property and Innovation under the Government of the Kyrgyz Republic on improving the legislation of the Kyrgyz Republic in this area. Thus, during the work of the committee, its representatives took part in discussions of a number of relevant draft laws in the Jogorku Kenesh (the Parliament), Kyrgyzpatent and the media.

The Human Resources Committee was established as a platform for the exchange of experience, gaining new knowledge and skills for the staff of the IBC members and all interested in the human resources market of the country. The committee works in the following areas:
1. Interaction with educational sector
2. Influencing the process of changing labor legislation
3. Promoting the standardization and certification of human resources management specialists (HRM)
4. Creating platform for discussion of HRM issues
The committee organizes HR-breakfasts, consultations, holds seminars on various studies and issues on the topic of human resources management.

The Committee was created in June 2015 at the request of the IBC members. Practice shows that almost all construction companies face difficulties in relations with public authorities, especially while getting permitting documents.
Within the framework of the Committee aspects related to real estate (land issues, construction, state registration and much more) are raised and discussed.
The committee includes not only construction companies, but also telecommunications, mining, consulting companies and developing partners.

The Committee resumed its work in 2015. Today it brings together representatives of the hotel and restaurant businesses as well as tourism service providers.
The Committee’s tasks include promoting the tourist attraction of Kyrgyzstan abroad, creating favorable conditions for the development of tourism, including improving the legislative framework and sharing/exchanging experiences.

The Committee was created in June 2016. The committee consists of banking institutions, microcredit, leasing insurance companies and other financial organizations.
Two Committee meetings considered the following issues:
1. Drafting of amendments to the Law of Kyrgyz Republic on leasing operations (taxation issues);
2. Access to the financial market;
3. Bank sector issues related to Kyrgyzstan’s joining the EEU and strict regulation of the National Bank of the Kyrgyz Republic;
