Abstract

The presentation will include results of the Commitment to Equity analysis for Kyrgyzstan, which is a distributional analysis of fiscal policy in the country. This methodology employs micro-data from the integrated households budget survey to analyse re-distributive effects of the fiscal policy. Hence, the presentation will provide an example of the empirical research that can be carried out based on the households’ budget survey data. It will also discuss the efficiency and loopholes of fiscal and social policies in terms of poverty and inequality reduction.

Biography

Ms. Saida Ismailakhunova is an economist in the Poverty and Equity Global Practice. Ms. Ismailakhunova works for the Central Asia Poverty team on poverty and equity issues, strengthening national statistical system and social protection. Prior to joining the World Bank, Ms. Ismailakhunova worked for 7 years as the Head of the Macroeconomic Analysis and Forecasting division in the Ministry of Finance of the Kyrgyz Republic. She holds a PhD from the Russian Federation in Economics and a Master Degree in Public Policy (Tokyo, Japan).

Mr. Gleb Shymanovich is an economist at the IPM Research Center (Minsk, Belarus), independent think-tank, specialising in economic and social research. He has worked at the organisation for over ten years. His research interests include international trade, public finance, social policy. Mr. Shymanovich is a co-author of annual reports Poverty and Social Inclusion in Belarus, Business in Belarus: Status, Trends, Perspectives, and other publications of the IPM Research Center. Experts of the IPM Research Center closely cooperate with the Belarus country office of the World Bank. Mr. Shymanovich took part in several World Bank research projects as a short-term consultant. He was a co-author of the report on re-distributive efficiency of fiscal policy in Belarus based on the methodology of the Commitment to Equity analysis. Currently, Mr. Shymanovich and his colleagues contribute to the expanding of this methodology to other CIS countries.
