On April 25, 2021, the period of validity of the tariff preference for goods imported into the customs territory of the Eurasian Economic Union has been extended until June 30, 2022 in order to implement measures by the Union member states aimed at preventing the spread of COVID-19. This decision was made during a meeting of the Council of the Eurasian Economic Commission at the level of deputy prime ministers of the EAEU member states.

Changes were also made to the technical regulation "On the safety of equipment operating under excess pressure."

The Decisions “On the introduction of labeling of tobacco and alcoholic products by means of identification” were adopted, according to which the Kyrgyz Republic has the right to introduce the labeling of alcoholic products and tobacco products by means of identification on its territory in accordance with national legislation.

Parliament takes the first step towards creating a gambling zone in Issyk-Kul

On April 21, 2021, the Jogorku Kenesh adopted the first reading of the bill allowing the gambling business at Issyk-Kul: "On a specialized administrative region in the Issyk-Kul oblast, including a tourist and entertainment complex." The Ministry of Economy and Finance proposes to amend the regulation on the establishment of priority sectors of the economy

The Ministry of Economy and Finance submitted for public discussion a draft Government Resolution "On Amendments to the Resolution of the GKR "On the establishment of priority activities (sectors of the economy) of investment projects" dated October 26, 2018 No. 503".

The draft NLA was developed to implement the Presidential Decree dated January 29, 2021 No. 3 "On the protection of property and support for entrepreneurs and investors" and amending the resolution of the GKR "On Amending the Resolution of the GKR " On the establishment of priority activities (sectors of the economy) of investment projects" dated October 26, 2018 No. 503", as well as to streamline the application of the tariff benefit established by subparagraph 7.1.11 of paragraph 7 of the Decision of the Customs Union Commission dated November 27, 2009 No. 130.

A decision was made to conduct a national campaign for the state re-registration of vehicles

By the Government Resolution of April 22, 2021 No. 163, the State Registration Service was instructed to conduct a national campaign for the state re-registration of vehicles of individuals and legal entities from June 1 to December 31, 2021.

For the period of the national campaign, the tax rate for state re-registration of vehicles is set at zero percent.

The resolution comes into force on the day of its official publication.

The procedure for issuing permits for foreign economic activity on the single window principle has been determined

By the Resolution of the Government of the Kyrgyz Republic of April 20, 2021 No. 157, the Regulation on the procedure for issuing permits and other documents by state bodies and other organizations for carrying out foreign economic activities on the single window principle was approved. The draft NLA was developed in order to optimize administrative procedures for the creation of an information base of permits and other documents for the implementation of foreign economic operations on the single window principle between the State Enterprise "Single Window Center in the field of foreign trade" and the departments and organizations involved in the process of registration and issuance of documents necessary for the implementation of foreign economic activity.

The Ministry of Economy and Finance has been designated as an authorized state body in regulation, administration, and technical support of the single window information system in foreign trade.

The resolution comes into force upon the expiration of fifteen days from the date of its official publication.

On amendments to the Resolution of the Government of the Kyrgyz Republic "On the procedure for marking certain goods with digital identification in the Kyrgyz Republic" dated October 17, 2019 No. 554

In order to implement the requirements of the Agreement on the labeling of goods by means of identification in the Eurasian Economic Union, signed on February 2, 2018 in the city of Almaty, in accordance with Articles 10 and 17 of the Constitutional Law of the Kyrgyz Republic

"On the Government of the Kyrgyz Republic" The Government of the Kyrgyz Republic decides:

1. Introduce the following amendments to the Resolution of the Government of the Kyrgyz Republic "On the procedure for marking certain goods with digital identification in the Kyrgyz Republic" dated October 17, 2019 No. 554:

- paragraph 1 shall be supplemented with paragraphs four and five as follows:

“- Methodological rules for labeling alcoholic beverages with digital identification in accordance with Appendix 3;

- Methodological rules for the labeling of tobacco products by means of digital identification in accordance with Appendix 4. ";

- in paragraph 2, the words "under the Government of the Kyrgyz Republic" shall be replaced by the words "under the Ministry of Economy and Finance of the Kyrgyz Republic";

- the first paragraph of clause 6 shall be stated as follows:

"6. To the Ministry of Economy and Finance of the Kyrgyz Republic, together with the State Service for Digital Development under the Government of the Kyrgyz Republic."

MP proposes to create a modern lottery market in Kyrgyzstan

From April 19, 2021, the draft Law of the Kyrgyz Republic "On Amendments to the Law of the Kyrgyz Republic" On Lotteries" has been submitted for public discussion.

According to the initiator of the bill, deputy of the Jogorku Kenesh G. Asylbaeva, the bill aims to develop the activities of the State Lottery Company and create an additional effective tool for attracting investments in the social sphere, through improving the organization and management of lottery activities, providing additional rights to lottery participants.

The draft law provides for the introduction of an electronic system for the sale of lottery tickets as an integral part of the mechanism of state regulation of lottery activities. The electronic system of lottery ticket sales will make it possible to create a modern lottery market, represented by a variety of lottery products.
