The bill on amendments to the law on the budget 2020 approved

On October 29, the Government approved the draft law “On Amendments to the Law of the Kyrgyz Republic “On the National Budget of the Kyrgyz Republic for 2020 and Forecast for 2021-2022.” The main factor for making amendments to the budget for 2020 was the change in the budget revenue and the adoption of new socially significant expenditure commitments during the second half of 2020.

The total revenues of the budget 2020 are expected in the amount of 137,131.4 million soms with an increase of 1,784.6 million soms compared to the revenues of the initial revised budget 2020 (approved by the Law of the Kyrgyz Republic of June 8, 2020 No. 60).

The total budget expenditures are expected in the amount of 172,772.8 million soms with an increase of 9,733.7 million soms.

The budget deficit is expected in the amount of 35,641.4 million soms with an increase of 7,949.1 million soms.

Economy Ministry initiates amendments to the Code on Non-Tax Revenues

On October 27, the Economy Ministry initiated amendments to the Code of the Kyrgyz Republic “On Non-Tax Revenues”. The corresponding the bill was submitted for approval to the state bodies of the Kyrgyz Republic.

The goal and objective of the draft law "On the draft Law of the Kyrgyz Republic "On Amendments to the Code of the Kyrgyz Republic on Non-Tax Revenues" is to remove barriers to the implementation of support for entrepreneurship in the regions at the expense of regional development funds, as well as to bring it in line with current legislation.

Persons who have lost their jobs in emergency conditions will receive unemployment benefits

On October 27, the Ministry of Labor and Social Development of the Kyrgyz Republic submitted for public discussion a draft resolution of the Government of the Kyrgyz Republic “On the provision of temporary support to persons who have lost their jobs due to the introduction of an emergency / state of emergency and restrictive measures in connection with the spread of coronavirus infection COVID-19."

The purpose of the project is to provide temporary support to citizens who find themselves unemployed due to the consequences of the penetration of coronavirus infection (COVID-19) by paying temporary unemployment benefits in the amount of 900 soms per month for six months.

In order to provide social support to unemployed citizens who have lost their jobs in an emergency and / or state of emergency and restrictive measures introduced in connection with the spread of coronavirus infection COVID-19, within the framework of the investment project "Social protection system and emergency action plan for Effective Risk Management ”, funded by the World Bank, offers temporary unemployment benefits.

GKPEN proposes to recognize as invalid a number of legislative acts

On October 27, the State Committee for Industry, Energy and Subsoil Use of the Kyrgyz Republic submitted for public discussion the draft Law of the Kyrgyz Republic "On invalidating some legislative acts of the Kyrgyz Republic."

On March 14, 2014, a Memorandum of Understanding was signed between the Government of the Kyrgyz Republic and the OSCE on the implementation of the System Analysis of Regulation project.

As part of the implementation of this Memorandum, the Government of the Kyrgyz Republic adopted Resolution No. 4 dated January 12, 2015, which established the Regulatory Reform Council. The purpose of the Council's activities is to develop recommendations to the Government of the Kyrgyz Republic on recognition as invalid and / or amending / supplementing the regulatory legal acts of the Kyrgyz Republic regulating entrepreneurial activity.

As part of the work of the Council for Inventory and Analysis of Normative Legal Acts Governing Entrepreneurial Activity, a number of normative legal acts (laws, decrees of the President, resolutions of the Jogorku Kenesh, government decrees, departmental regulations) were identified that do not meet the criteria of legality, validity, and corruption.

The draft resolution of the Government of the Kyrgyz Republic provides for the approval of the draft law, which is proposed to invalidate the laws of the Kyrgyz Republic "On Oil and Gas", "On Coal" without prejudice to the concept and content of the current legislative acts.
