Measures are proposed to create favorable conditions for attracting bona fide investors

On September 24, the Ministry of Economy of the Kyrgyz Republic submitted for public discussion the draft Law of the Kyrgyz Republic “On Amendments to the Law “On Privatization of State Property in the Kyrgyz Republic”.

It is proposed to allow the authorized body to lay down certain requirements for the buyer in the terms of the privatization bidding. It is also proposed to introduce norms defining the criteria of the buyer, including for the privatization of strategic objects.

The bill was developed by the Ministry of Economy in pursuance of the Updated plan of step-by-step measures to dismantle systemic corruption in the State Property Fund, approved by the Security Council and the Government in December 2019.

As part of this plan, the Ministry of Economy, the State Property Fund and the Ministry of Justice were instructed to develop amendments providing for:

- Filling the existing gaps and ambiguous points on the alienation of state property;

- Protection of national interests during the privatization of strategic objects;

- Creation of favorable conditions for attracting conscientious investors.

Due to the pandemic, it is proposed to postpone the introduction of labeling with identification means

Since September 23, the Ministry of Economy of the Kyrgyz Republic submitted for public discussion a draft resolution of the Government of the Kyrgyz Republic "On Amending Certain Decisions of the Government of the Kyrgyz Republic on Marking Goods with Identification Means".

The draft regulation is aimed at the effective and high-quality introduction of a component of the labeling and traceability system of goods as part of the work on the implementation of an electronic fiscal system for tax procedures.

The main task of the draft resolution is also to support business in the context of the COVID-19 pandemic, as well as prepare manufacturers and importers for the introduction of mandatory labeling of goods.

The draft resolution has been developed in the context of the coronavirus pandemic and in connection with requests from business entities. It is proposed to extend the timing of the following measures:

• Conducting a pilot project on marking with identification means until March 31, 2021;

• Introduction of mandatory labeling of alcohol and tobacco products by April 1, 2021.

The draft resolution also proposes:

- assigning to the Alfa Telecom CJSC the right to approve the price for the supply of identification means, as well as services for issuing and generating marking codes, in agreement with the State Agency for Antimonopoly Regulation under the Government of the Kyrgyz Republic.

The Decree "On approval of the Regulation on the National Statistical Committee of the Kyrgyz Republic" signed

On September 23, the President of the Kyrgyz Republic Sooronbai Jeenbekov signed the Decree “On approval of the Regulation on the National Statistical Committee of the Kyrgyz Republic”.

In July 2020, the Law of the Kyrgyz Republic “On Official Statistics" entered into force, the main goal of which is to create a legislative basis for the production of high-quality official statistical information in full compliance with the fundamental principles of the United Nations in the field of official statistics.

Considering that the Law regulates the organization and functioning of the national statistical system, establishes the legal basis for the development, production and dissemination of official statistics in the Kyrgyz Republic, the National Statistical Committee of the Kyrgyz Republic, as the leading producer of official statistics, has been assigned new tasks, functions, rights and obligations, as well as updating and revising the current ones.

A draft NLA on a system for tracking goods transportation using navigation seals developed

On September 21, the State Customs Service under the Government of the Kyrgyz Republic submitted for public discussion a draft resolution of the Government of the Kyrgyz Republic "On approval of the Regulation on the procedure for selecting the National operator of the system for tracking goods transportation using navigation seals."

The draft NLA was developed in pursuance of the order of the Council of the Eurasian Economic Commission "On the action plan (roadmap) for the development of a unified system of customs transit of goods in the Eurasian Economic Union based on a system for tracking transit transportation of goods using navigation seals" dated February 21, 2020 No. 4 and the order of the Council of the Eurasian Economic Commission "On the results of the experiment on monitoring road transit traffic" dated May 28, 2019 No. 19.

The Ministry of Transport has developed a civil aviation development concept

On September 22, the Ministry of Transport and Roads of the Kyrgyz Republic submitted for public discussion a draft resolution of the Government of the Kyrgyz Republic "On approval of the Concept for the development of civil aviation in the Kyrgyz Republic for 2021-2025."

In 2016 the Government of the Kyrgyz Republic approved a program for the development of civil aviation for 2016-2020 and an action plan for its implementation. As it expires, a new concept has been developed. It systematizes actions in the field of civil aviation to create conditions and form mechanisms necessary for the development of this industry.
