Since April 8, the Ministry of Finance of the Kyrgyz Republic has submitted for public discussion the draft Law “On Amending the Law of the Kyrgyz Republic “On Public Procurement”and the draft Government resolution “On the Draft Law of the Kyrgyz Republic “On Amending the Law “On Public Procurement."

The bill was drafted in order to support domestic producers, use the components of the electronic fiscalization system of tax procedures during public procurement, and improve the public procurement system by eliminating conflicts, omissions and gaps in the norms of the Law of the Kyrgyz Republic “On Public Procurement”.

A draft law on state-guaranteed legal aid is put up for public discussion

Since April 8, 2020, the draft Law of the Kyrgyz Republic “On State-Guaranteed Legal Aid” has been submitted for public comment.

The bill has been drafted with the aim of implementing certain provisions of the current Law “On State-Guaranteed Legal Aid” regarding the provision of qualified legal assistance not only in criminal matters, but also in certain categories of civil and administrative cases.

The Law of the Kyrgyz Republic “On State-Guaranteed Legal Aid was adopted for the first time in 2009 and provided for the provision of legal assistance only in criminal matters.

A draft NLA on the procedure for considering issues of citizenship of the Kyrgyz Republic submitted for public discussion

On April 10, 2020, the Ministry of Justice of the Kyrgyz Republic submitted for public discussion the draft Decree of the President of the Kyrgyz Republic “On Amending the Decree of the President of the Kyrgyz Republic “On Approving the Regulation on the Procedure for Considering Citizenship of the Kyrgyz Republic and the Regulation on the Commission on Citizenship under the President of the Kyrgyz Republic” of 10 August 2013, No. 174."

This draft President’s Decree aims to optimize the activities of state bodies in considering applications for citizenship and withdrawal from citizenship of the Kyrgyz Republic by introducing an automated information system developed by the State Registration Service under the Government of the Kyrgyz Republic.

Bill on agricultural development of the Kyrgyz Republic submitted for public discussion

On April 10, the Ministry of Agriculture, Food Industry and Land Reclamation of the Kyrgyz Republic submitted for public discussion the draft Law “On Amending the Law of the Kyrgyz Republic “On the Development of Agriculture of the Kyrgyz Republic” and the Draft Resolution of the Government of the Kyrgyz Republic“ On the Draft Law of the Kyrgyz Republic “On Introducing amendments to the Law of the Kyrgyz Republic “On the Development of Agriculture of the Kyrgyz Republic/”

In particular, the law clarifies the definition of progressive innovative agricultural technologies - “a set of sequentially carried out actions to create a new, improved organization of agricultural production based on the use of scientific research and advanced production experience”.

The law provides for organizational and managerial methods for the development of agricultural and service cooperatives, promoting the creation of machine and tractor stations, trade and logistics centers, as well as economic methods for the green economy.
