On November 22, 2019, the Ministry of Economy of the Kyrgyz Republic submitted for public discussion the draft Law “On the authorized person to protect the rights, freedoms and legitimate interests of business entities (Business Ombudsman)” and the draft Government resolution “On approval of the draft Law Kyrgyz Republic “On the authorized person to protect the rights, freedoms and legitimate interests of business entities (Business Ombudsman)”.

The NPA was drafted to implement the Development Program of the Kyrgyz Republic for 2018-2022 “Unity, Confidence, Creation”, as well as the Government resolution dated December 31, 2018 No. 647 “On the authorized person for the protection of the rights of business entities (Business Ombudsman), which envisage the introduction of the Business Ombudsman Institution for timely and targeted protection of the rights and legitimate interests of entrepreneurs.

The Economy Ministry submits a bill on amendments and additions to the Law “On Customs Regulation” for public discussion

On November 18, 2019, the Ministry of Economy of the Kyrgyz Republic submitted for public discussion the draft Law of the Kyrgyz Republic “On amendments to the Law on Customs Regulation” dated April 24, 2019 No. 52 and the draft Government resolution “On approval of the draft Law“ On amendments to the Law "On Customs Regulation" dated 04.24.19, No. 52.

The draft law has been developed with the aim of applying measures for ensuring the fulfillment of the obligation to pay VAT in the form of an insurance contract for the SEZ entities.

The State Committee for Information Technologies and Communications submits for public discussion a draft legal act on introducing an open data initiative in the Kyrgyz Republic

On November 19, the State Committee for Information Technologies and Communications of the Kyrgyz Republic submitted for public discussion a draft Government resolution “On measures to implement an open data initiative in the Kyrgyz Republic”.

It is proposed to determine the basic concepts, goals and expected results, and the principles of posting information on the Internet in the form of open data in the Kyrgyz Republic.

A bill on amendments to the law on compulsory insurance of civil liability of vehicle owners considered

On November 20, MPs considered the second reading of the draft law “On Amending the Law of the Kyrgyz Republic “On Compulsory Insurance of Civil Liability of Motor Vehicle Owners.”

The draft law proposes a secondary extension of the entry into force of the Law “On Compulsory Insurance of Civil Liability of Motor Vehicle Owners " for two years, i.e. until February 7, 2021.
