On September 17, 2019, the Regulation on the labeling of goods by means of identification in the Kyrgyz Republic was approved. The corresponding decision was signed by the Prime Minister of the Kyrgyz Republic Mukhammedkaly Abylgaziev.

The Regulation gives the basic definitions and terms regarding labeling of goods by means of identification, as well as the main provisions on economic relations between participants in export-import operations and the production of goods to be marked by means of identification.

Digital marking provides certain benefits to the businesses. In addition to streamlining the workflow, accelerating and simplifying the processes of interaction between business and the state, it helps increase the competitiveness of bona fide entrepreneurs and reduce the risks of concluding transactions with unscrupulous market entities.

On September 16, the Parliament Committee on Agrarian Policy, Water, Ecology and Regional Development considered the first reading of the draft law “On Amending Certain Legislative Acts of the Kyrgyz Republic (Land Code and Law on Pastures)”.

The bill aims to bridge the gaps between the Law on Pastures and the Land and Budget Codes. It is proposed to exclude contradictions in terms of control over the effective and targeted use of funds by the local committees, as well as in order to bring the rules to a unified interpretation.

On September 16, 2019, the State Service for Regulation and Supervision of the Financial Market under the Government of the Kyrgyz Republic submitted for public discussion a draft Government resolution “On amendments to some decisions of the Government of the Kyrgyz Republic on issues of the non-banking financial market of the Kyrgyz Republic”.

The draft law was developed in order to eliminate conflicts and gaps in some decisions of the Government of the Kyrgyz Republic; and to improve regulatory acts of the Government of the Kyrgyz Republic in the field of the non-banking financial market.

On September 16, 2019, the Ministry of Economy of the Kyrgyz Republic submitted for public discussion a draft Government resolution “On Amending Some Decisions of the Government of the Kyrgyz Republic.”

The purpose and objective of this NPA is to bring the Government resolutions "On mandatory confirmation of conformity of products" dated December 30, 2005 No. 639 and "On mandatory confirmation of conformity of products in the form of adoption of a declaration of conformity" dated January 28, 2019 No. 20 in accordance with Article 44 of the Law of the Kyrgyz Republic “On the Basics of Technical Regulation in the Kyrgyz Republic” and decisions of the Eurasian Economic Union.

To ensure the safety of products traded in the market of the Kyrgyz Republic, it is necessary to manage the conformity assessment procedure in case of the termination of the activities of an accredited certification body that issued a certificate of compliance with the requirements of the Union technical regulations for mass-produced products.

On September 16, 2019, the Ministry of Economy of the Kyrgyz Republic submitted for public discussion a draft Government resolution “On amendments to the Government resolution “On streamlining trade activities on the territory of the Kyrgyz Republic” dated September 30, 2014 No. 560”

The draft NPA was developed in compliance with the requirements of Articles 6, 7 and 10 of the Law of the Kyrgyz Republic “On Internal Trade” to support local producers and establishes the conditions for the sale of domestic products in the territory of large commercial entities.

The NLA policy is aimed at introducing new Trade Rules by allocating separate shelves indicated “Made in Kyrgyzstan” for goods of Kyrgyz manufacture in large stores.

On September 17, the Parliament Committee on Constitutional Legislation, State Structure, Judicial Legal Issues and the Rules approved the first reading of the draft law “On approval of the report on the execution of the national budget of the Kyrgyz Republic for 2018.”

On September 19, 2019, the Regulation on state enterprises and the Regulation on the procedure for forming the reserve of managerial personnel of state enterprises were approved. The corresponding decision was signed by the Prime Minister of the Kyrgyz Republic Mukhammedkaly Abylgaziev.

The documents are aimed at streamlining the activities of state enterprises and strengthening the role of the State Property Management Fund under the Government of the Kyrgyz Republic.

Currently, the State Property Management Fund under the Government of the Kyrgyz Republic is working with 98 functioning state enterprises.

The regulation on state enterprises is aimed at regulating the creation, reorganization, liquidation of state enterprises, specifying the competence and authority of governing bodies, and detailing the property status of state enterprises.

Within the framework of the adopted Regulation on state-owned enterprises, the practice of developing and approving a medium-term strategic plan for the development of a state-owned enterprise and the annual budget developed on its basis will be introduced.

On September 18, 2019, the Agency for the Protection of Deposits of the Kyrgyz Republic submitted for public discussion a draft Government resolution “On Amending Some Decisions of the Government of the Kyrgyz Republic in the Field of Protection of Deposits”.

The draft NPA was developed in order to bring decisions of the Government of the Kyrgyz Republic in line with the Law of the Kyrgyz Republic “On the Protection of Bank Deposits” (as amended on August 8, 2019 No. 114).

The above version of the Law provides for the inclusion of microfinance companies, housing and savings credit companies in the deposit protection system under conditions identical to those for commercial banks.

On September 19, Parliament deputies approved the first reading the draft law “On Ratification of the Agreement on the Harmonization of Legislation of the Member States of the Eurasian Economic Union in the Sphere of the Financial Market signed on November 6, 2018 in Moscow.”

This Agreement determines the procedure for harmonization of the legislation of the Member States of the Union in the banking, insurance and services sectors in the securities market based on international principles and standards or best international practices in the field of financial market regulation.

On September 19, Parliament deputies approved bills “On Amending Certain Legislative Acts of the Kyrgyz Republic (Labor Code, Laws “On the Licensing and Permission System in the Kyrgyz Republic”, “On Bankruptcy” and “On Amendments in the Law of the Kyrgyz Republic “On Bankruptcy (Insolvency)”.

The package of bills was developed to regulate bankruptcy proceedings, strengthen the protection of creditors' rights, and also to improve the rating indicators of the Kyrgyz Republic.

On September 20, the State Committee for Information Technologies and Communications of the Kyrgyz Republic submitted for public discussion a draft Government resolution “On Certain Issues of Implementing Electronic Governance in the Kyrgyz Republic.”

The NLA was developed to implement Article 6 of the Law of the Kyrgyz Republic “On Electronic Governance”, and is aimed at approving the Regulation on the Unified Identification System of the Kyrgyz Republic, which is aimed at normatively regulating the functioning of the newly created Unified Identification System of the Kyrgyz Republic and its information technology interaction with other state information resources.

In addition, the specified decision of the Government of the Kyrgyz Republic approves the Requirements for details and the format for the submission of information in electronic documents of state bodies, local governments, as well as in electronic documents that are citizens' appeals to state bodies and local governments.
