The Law aims to improve the legislation of the Kyrgyz Republic on public-private partnerships taking into account law enforcement practice, simplify procedures and reduce the time for developing public-private partnership projects (hereinafter - PPP).

The law will take effect after 3 months from the date of official publication.

From the day the new Law comes into force:

- the current Law of the Kyrgyz Republic dated February 22, 2012 No. 7 “On Public-Private Partnership in the Kyrgyz Republic” will lose force;

- the implementation of the PPP project, which is at the stage of preparation or tender, can be carried out at the option of the state partner in accordance with the procedures established by the new Law.

Amendments to the Law "On Competition" introduced

On July 29, 2019, President of the Kyrgyz Republic Sooronbai Jeenbekov signed the Law “On Amending the Law of the Kyrgyz Republic “On Competition.”

The law was adopted by the Jogorku Kenesh of the Kyrgyz Republic on June 12, 2019.

In order to improve the antimonopoly legislation of the Kyrgyz Republic, as well as bring its standards into line with the Model Law of the Eurasian Economic Union “On Competition”, the adopted Law makes some amendments and additions to the Law of the Kyrgyz Republic dated July 22, 2011 No. 116 “On Competition”.

The law shall enter into force 15 days after the date of its official publication.

The Ministry of Economy of the Kyrgyz Republic submits for public discussion a draft NLA on conducting inspections of business entities

On August 2, 2019, the Ministry of Economy of the Kyrgyz Republic submitted for public discussion the draft Law “On Amending the Law of the Kyrgyz Republic “On the Procedure for Conducting Inspections of Entrepreneurships”, as well as the draft resolution of the Government of the Kyrgyz Republic “On the Draft Law of the Kyrgyz Republic “On Amending the Law Kyrgyz Republic "On the procedure for conducting inspections of business entities."

The draft resolution of the Government of the Kyrgyz Republic proposes to approve the draft Law of the Kyrgyz Republic “On Amending the Law of the Kyrgyz Republic “On the Procedure for Conducting Inspections of Entrepreneurship Entities”which is designed to enhance the protection of the rights of entrepreneurs, exclude potential corruption mechanisms, and bring them into line with the legislation of the Kyrgyz Republic.

The draft resolution proposes to determine the Minister of Economy of the Kyrgyz Republic as the official representative of the Government of the Kyrgyz Republic when considering this bill in the Jogorku Kenesh of the Kyrgyz Republic.

The Ministry of Economy of the Kyrgyz Republic submits for public discussion a draft NLA on the introduction of a moratorium on inspections of business entities

On August 2, 2019, the Ministry of Economy of the Kyrgyz Republic submitted for public discussion a draft resolution of the Government of the Kyrgyz Republic “On Amending the Resolution of the Government of the Kyrgyz Republic “On Introducing a Temporary Ban (Moratorium) on Inspections of Entrepreneurship Entities” dated December 17, 2018 No. 586”.

Gosstroy submits for public discussion a draft NLA on the development of interactive maps of engineering network capacities

Since August 2, 2019, the State Agency for Architecture, Construction and Housing and Communal Services under the Government of the Kyrgyz Republic (Gosstroy) submits for public discussion a draft decree of the Government of the Kyrgyz Republic “On the development of interactive maps of engineering network capacities”.

This project was developed in order to ensure transparency of the activities of monopolists (engineering services) by opening up access to information about capacities, growth prospects and possibilities of connecting to engineering networks.

The objective of the project is to address the issues of providing technical conditions and the procedure for connecting to engineering networks in the Kyrgyz Republic.

Since August 1, the Ministry of Economy of the Kyrgyz Republic has submited for public discussion the draft Law of the Kyrgyz Republic “On Amending the Tax Code of the Kyrgyz Republic” and the draft resolution of the Government of the Kyrgyz Republic “On the Draft Law of the Kyrgyz Republic “On Amending the Tax Code of the Kyrgyz Republic.”
