Parliament Deputy Dastan Bekeshev proposes to impose a moratorium for 20 years on the development of uranium deposits and uranium mining in the Issyk-Kul biosphere territory

Since April 25, 2019, the draft law “On the introduction of a moratorium on the development of uranium deposits and uranium mining in the the Issyk-Kul biosphere territory” has been submitted for public discussion.

Given the weakness of control by the state bodies, corruption, as well as the experience of more developed countries that banned uranium mining for radiation safety, Parliament Deputy Dastan Bekeshev considers to impose a moratorium on the development of uranium deposits and uranium mining in the Issyk-Kul biosphere territory. The bill proposes a moratorium for 20 years. This is justified by the fact that, in the future, new technologies for the uranium processing without harming the environment will be used.

A group of Parliament deputies initiated a bill on the introduction of a moratorium on uranium mining in the country for 50 years

On April 26, 2019, the draft law “On imposing a moratorium on licensing activities related to the right to use subsoil for geological prospecting, exploration and development of uranium deposits in the Kyrgyz Republic was submitted for public discussion.

The initiators are deputies of the Jogorku Kenesh Altynbek Sulaimanov, Almambet Shykmamatov and Kanat Kerezbekov.

According to the MPs, draft law aims to protect the rights of citizens to a favorable environment for life, labor and recreation, as well as to ensure radiation and environmental safety, protection of land, water bodies, flora and fauna, and atmospheric air in the Kyrgyz Republic.

Article 1

1. To introduce a moratorium on licensing activities related to the right to use subsoil for geological prospecting, exploration and development of uranium deposits (radioactive minerals) and other types of minerals within the territory of uranium deposits for a period of 50 years from the entry into force of this law.

2. It is prohibited to extract uranium-containing raw materials in the territory of the Kyrgyz Republic.

3. To establish that from the moment the Law enters into force, the rights to use subsoil will cease for geological exploration, exploration or development of uranium deposits (radioactive minerals) and other types of minerals within the territory of uranium deposits, granted to individuals and / or legal entities earlier, before the entry into force of this law.

The Government has determined preferential settlements subject to preferential taxation

On April 24, 2019, the Government Resolution “On measures to implement Articles 153, 159-1, 213, 315, 330, 344 of the Tax Code of the Kyrgyz Republic” was adopted.

The Resolution approved the list of preferential types of industrial activity subject to preferential taxation and a standard investment agreement on carrying out activities in preferential settlements.

The list includes types of industrial activity in the following areas:

- all types of industrial production based on innovative technologies;

- light and food industries;

- electric power industry;

- processing of agricultural products;

- assembly production;

- any export-oriented production.

This Resolution provides for the exemption of enterprises newly established in preferential settlements, whose activities relate to preferential industrial activities, from payment of:

- property tax;

- land tax;

- income tax;

- sales tax.

The decision on granting preferential industrial enterprises tax concessions within the territory of a particular settlement should be made on the basis of an investment agreement.

The Economy Ministry submitted a draft NLA for public discussion

Since April 25, 2019, the Ministry of Economy of the Kyrgyz Republic has submitted for public discussion a draft Government Resolution “On approval of the Regulation on the procedure for analyzing, recording and regulating incoming and outgoing traffic”.

The purpose of the draft resolution is to introduce mechanisms that allow analyzing, recording and regulating incoming and outgoing traffic in the Kyrgyz Republic pursuant to the Decision of the Security Council of the Kyrgyz Republic dated December 14, 2018 No. 2.

This draft Resolution defines the State Committee for National Security of the Kyrgyz Republic as the authorized body for analysis, accounting and regulation of incoming and outgoing traffic.

The Prime Minister signed the Resolution "On Preferential Locations"

On April 26, 2019, the Prime Minister of the Kyrgyz Republic, Mukhammedkaly Abylgaziyev, signed a Government Resolution “On Preferential Locations”.

This document is aimed at stimulating economic and investment activities in the regions, subsidized settlements of the country and border settlements by providing exemptions from the payment of four types of taxes: sales tax, income tax, land tax, and real estate tax.

The second reading of the merged draft law “On Amendments to the Law of the Kyrgyz Republic “On Public Procurement” considered

On April 25, the Parliament deputies reviewed the consolidated draft law “On Amendments to the Law of the Kyrgyz Republic “On Government Procurement” in the second reading.

The initiators of the bill are deputies M. Mamataliev, A. Dyushaliev, M. Bakirov, A. Altynbekov, A. Uzakbayev, and Junus uulu Altynbek.

The law was drafted to further develop competition during tenders and to attract suppliers to participate in public procurement tenders.
