Economy Ministry submits to public discussion a draft resolution on tax administration

From April 16, 2019, the Ministry of Economy of the Kyrgyz Republic has submitted for public discussion a draft Government Resolution “On Amendments to the Resolution of the Government of the Kyrgyz Republic “On Approval of Regulations and Procedure for Tax Administration” of April 7, 2011 No. 144.”

The NLA is aimed to align the regulatory legal acts with the Law of the Kyrgyz Republic dated January 24, 2017 No. 10 “On the Enactment of the Criminal Code of the Kyrgyz Republic, the Code of the Kyrgyz Republic on Offenses, the Criminal Procedure Code of the Kyrgyz Republic, the Penal Execution Code Of the Kyrgyz Republic, the Law of the Kyrgyz Republic “On the Principles of Amnesty and the Procedure for its Application” and the Government Decree of December 31, 2018 “On Measures for the Transfer of Functions first administration of insurance premiums in the state social insurance."

A bill on amending the Law on the energy efficiency of buildings considered

On April 17, the deputies of the Jogorku Kenesh considered the draft law “On Amendments to the Law of the Kyrgyz Republic “On the Energy Efficiency of Buildings” in the second reading.

The draft law was developed to eliminate gaps in the Law “On Energy Efficiency of Buildings”, which regulates relations in the field of energy efficiency of buildings. The objective of the draft law is to improve the Law of the Kyrgyz Republic “On the Energy Efficiency of Buildings”.

A bill proposing the introduction of phased design and construction considered

On April 17, the Parliament deputies reviewed the third reading of the draft Law of the Kyrgyz Republic “On Amendments to Certain Legislative Acts of the Kyrgyz Republic in the Field of Construction.”

Legal entities that operate in the construction industry face problems in coordinating design documentation for the construction of hydroelectric power plants, chimneys, towers, bridges, tunnels, underground and land crossings, main pipelines, etc. In this connection, It was proposed to carry out the construction of industrial facilities by combining the design and construction processes, taking into account the sequence of construction and launch complexes (in stages), which will reduce the time and provide possibility to run industrial facilities ahead of time.

The introduction of the phased design and construction of the above complexes of buildings and structures will solve the problems faced by the State Agency for Architecture, Construction and Housing and Communal Services under the Government of the Kyrgyz Republic. Currently, due to the absence of such a norm, the construction of facilities of the State Committee for Industry, Energy and Subsoil Use is being hampered.

MFA submits to the public discussion the draft NLA on issuing visas of the Kyrgyz Republic

On April 18, 2019, the Ministry of Foreign Affairs of the Kyrgyz Republic submitted a draft Government Resolution “On Amendments to the Resolution of the Government of the Kyrgyz Republic “On approval of the instruction on the procedure for issuing visas of the Kyrgyz Republic” dated March 15, 2017 No. 155 for public discussion. The draft NLA has been developed in order to optimize the Electronic Visa subcomponent of the Unified System for Accounting for External Migration.

It is proposed to increase the deadlines for issuing e-visas from three to five business days, thereby increasing the time for approval of an application for an e-visa with the authorized national security authority of the Kyrgyz Republic, provided for by clause 42 of the Instructions, from two to four business days.
