Amendments to the Law "On Agricultural Land Management" and the Budget Code

On April 25, the MPs considered the second reading the draft law "On Amendments to the Law of the Kyrgyz Republic "On Agricultural Land Management".

The bill is designed to eliminate gaps and discrepancies in the law, bring it in line with the Land Code and other normative legal acts of the Kyrgyz Republic, and also to implement the Protocol of the meeting of the Regulatory Reform Council of June 8, 2017.

The Ministry of Finance of the Kyrgyz Republic has submitted to the Jogorku Kenesh a draft law "On Amendments to the Budget Code of the Kyrgyz Republic", which establishes a budget deficit restriction for the public administration sector and the size of the public debt. The budget deficit for the budget year should not exceed 3% of the gross domestic product, and the size of public debt – 70% of GDP.

For the prompt resolution of social, economic and other urgent issues, the issue of using the state budget reserve is proposed to be the prerogative of the Kyrgyz Government without coordination with the Jogorku Kenesh.
