IBC joins the Council for Economic Reforms under the Government

The participants of the first meeting of the Council on Economic Reforms under the Government of the Kyrgyz Republic on November 16 considered the priority measures and directions of reforms for further improving the legislation.

The reforms will include is the interaction of business with law enforcement and inspection authorities, reforming the fiscal system, energy reform and the development of the construction industry.

Acting Prime Minister Artyom Novikov spoke about the need to eradicate bureaucratic red tape in government agencies and provide an equal competitive environment for business.

“The idea of creating the Council is necessary and good. The directions that have been announced are also very important,” said IBC head and a Council member Askar Sydykov.

“But, firstly, the expert business community needs to understand whose mandate was given to this Council, how the Council's reforms will be coordinated with the constitutional reform and other political processes, as well as who will further implement these reforms so that they do not remain on paper,” he said.

Secondly, priority measures have to be determined. It is necessary to see which of the previously developed recommendations have already been implemented, and which have not. “Because in recent years there have been a lot of developments at various platforms. We need to understand which of these developments can be implemented as a matter of priority,” added Sydykov.

“Thirdly, it is necessary to understand whether the Council will deal with urgent measures to support business — security issues, the resumption of the activities of enterprises, inspections of law enforcement agencies, the judicial system, and other issues,” the IBC head concluded.

The Council for Economic Reforms under the Government of the Kyrgyz Republic was established by the Government Resolution dated November 13, 2020 No. 551 in order to carry out systematic, comprehensive and coordinated work of the Government, timely respond to changes in the economic situation and develop recommendations for supporting and developing business and investment activities.
