IBC Head tells the forum participants about the results of cooperation with Business Kenesh

IBC Executive Director Askar Sydykov spoke about cooperation with the Business and Entrepreneurship Development Council (Business Kenesh) under the Parliament Speaker at the business forum on strengthening business associations on November 21, 2019.

The IBC Executive Director is a Council member. As an example of cooperation, he spoke about the work on the bill regulating the activities of mobile operators.

In mid-2017, IBC and telecom operators discussed the problem of land transformation for the installation of base stations, which are necessary for communication in remote areas. The installation of base stations requires only about 5 square meters of area, but it took several years to complete the necessary documents. The fact is that the land transformation procedure for telecom operators was the same as for industrial facilities and residential buildings. At the end of 2017, IBC together with telecom operators drafted a bill, and Business Kenesh supported the association by initiating this bill.

It took about a year to discuss the bill. This spring, the law was passed and entered into force in August. According to the law, telecom operators can now lease land and install base stations.

Previously, cooperation with Business Kenesh helped solve the problem of subsoil users related to the introduction of duties on the export of gold ore and concentrate. It was possible to convince the initiators of the bill that such measures should be introduced prematurely.

The forum addressed the issue of delegating a number of government functions to business. According to the Deputy Chairman of the National Bank of the Kyrgyz Republic, Ainura Tezekbaeva, the potential of business associations is high, and the issue of delegating part of state functions to business associations is discussed. The National Bank believes that this measure will increase the efficiency of business associations.
