Status of the Business Ombudsman Institution of the Kyrgyz Republic considered

On November 22, 2019, the Supervisory Board of the Business Ombudsman of the Kyrgyz Republic reviewed the status of the BO Institution and determined the agenda for the next meeting.

IBC Executive Director Askar Sydykov is a Supervisory Board member.

The BO Institution was created with the support of the European Bank for Reconstruction and Development, which implements many projects in Kyrgyzstan aimed at improving the investment climate in the country, and the creation of the BO institution is among them. The EBRD allocated €1.5 million for the creation of the BO Institution in Kyrgyzstan.

Kyrgyzstan uses the successful experience of such an institution in Ukraine, where it has shown good results.

About one hundred people applied for the post of Business Ombudsman in Kyrgyzstan. Based on the selection results, the former British Ambassador to the Kyrgyz Republic Robin Ord-Smith was appointed an authorized person to protect the rights, freedoms and legitimate interests of business entities.

On November 22, 2019, the Ministry of Economy of the Kyrgyz Republic submitted for public discussion a draft Law o “On an authorized person to protect the rights, freedoms and legitimate interests of business entities (Business Ombudsman)”.

The document was developed in order to implement the Development Program of the Kyrgyz Republic for 2018-2022 “Unity, Confidence, Creation”, as well as the Government Resolution dated December 31, 2018 No. 647 “On the authorized person for the protection of the rights of business entities (Business Ombudsman) ".

The task of the Business Ombudsman is to protect the legitimate interests of the business, consider complaints against the actions of state bodies and develop systemic proposals to reduce business risks and improve the business environment in the country.
