Business community proposes declaring 2020 the Year of Import Substitution

On September 20, 2019, leader of the Respublika — Ata Zhurt parliamentary faction Jyrgalbek Turuskulov held a roundtable "The acute problems of entrepreneurs and discussion of solutions" with the participation of representatives of the government and business community of Kyrgyzstan.

On behalf of the deputies of the faction, Turuskulov congratulated entrepreneurs on their professional holiday, and also wished fruitful work to all participants in the roundtable.

"Our main goal is to create a dialogue platform between the Government of the Kyrgyz Republic and entrepreneurs. For this, we invited a large circle of representatives of the executive branch, as well as heads of various business associations," said Turuskulov, adding that all the issues voiced during the meeting will be taken under his personal control.

Turuskulov stressed the great contribution of small and medium-sized businesses to the country's economy.

“In Kyrgyzstan, more than 15 thousand enterprises are registered, 93% of which are in the small business sector, and 7% are medium-sized businesses. There are also about 402 thousand individual entrepreneurs. According to statistics for 2018, the contribution of SMEs to the economy is 231 billion soms, or 41% of GDP. It is a good indicator but not the limit," he said.

The Parliament takes all measures to create favorable conditions for doing business, including the adoption of relevant bills.

Stalbek Akmatov, head of the secretariat of the National Alliance of Business Associations, urged government agencies to expedite the adoption of the Government Program for Small and Medium Enterprises Development and Support for 2019-2023. The document is at the stage of coordination between ministries and departments.

Among the most acute problems, the leaders of business associations told about the smuggling of goods. In the border regions, domestic producers whose products are subject to VAT do not withstand competition due to undeclared goods from neighboring countries and leave local markets.

There are also problems of weak logistics within the country, insufficient implementation of government decisions by government agencies, low levels of economic diplomacy, and lack of skills to quickly respond to unforeseen situations such as cattle mortality or crop loss.

It is necessary to develop innovative technologies, engineering and chemical industry, open investment funds, representatives of the business community concluded, proposing to declare next year the Year of Import Substitution.
