New ways to continue the regulatory reform in Kyrgyzstan considered

On March 18, 2019, the OSCE Programme Office in Bishkek and business associations discussed new ways to continue efforts to reform the regulatory framework in the country.

Dr. Pierre von Arx, Ambassador, Head of the OSCE Programme Office in Bishkek, made an introductory speech. Kalys Khasanova, National Program Advisor, moderated the meeting.

BizExpert Executive Director Andrey Dogadin reviewed the current status of implementation of recommendations approved by the Regulatory Reform Council under the Government of the Kyrgyz Republic, developed as part of the Systematic. Regulatory Review (SRR) Project.

Executive Director of the International Business Council Askar Sydykov made a presentation on “Measures and actions that can be taken by business associations to facilitate the effective implementation of recommendations and accelerate the adoption of NLAs”.

In particular, IBC offers:

• To focus on the priority adoption of the NLA to implement the Top 5 recommendations / administrative procedures with the greatest economic effect;

• Develop an action plan separately for each recommendation;

• Consider the possibility of scrutinizing each recommendation in the form of initiating bills through deputies and relevant state bodies;

• Promote the remaining recommendations in a single package through the public private dialogue platforms including Business Development and Investment Council under the Government of the Kyrgyz Republic, Business Development and Entrepreneurship Council under the Parliament Speaker, etc.

• Conduct a study of how much money and time the business saved based on the results of the recommendations made (it is possible to conduct a survey and video interviews with entrepreneurs);

• Establish a working group / secretariat (among business associations) to monitor the implementation of the recommendations and the adopted NLAs.
