On January 29, the Government of the Kyrgyz Republic reported on further measures to form the Supervisory Board of the of Business Ombudsman Institution.

Currently, the Government ordered to delegation the Deputy Minister of Economy to be the Government representative to the Supervisory Board at the Business Ombudsman.

The composition of the block of international development partners will be determined by the results of consultations conducted by the European Bank for Reconstruction and Development (EBRD).

As for the block representing the interests of the private sector in the Supervisory Board - through business associations - it is assumed that five business associations will participate in this block on an ongoing basis and two business associations on a rotational basis.

On January 29, the President of the Kyrgyz Republic, Sooronbai Jeenbekov, signed the Law of the Kyrgyz Republic “On the Protection of Persons Reporting Corruption Offenses”.

The law was adopted by the Jogorku Kenesh of the Kyrgyz Republic on December 20, 2018.

The law is aimed at protecting the rights and freedoms of citizens, ensuring the protection of individuals who reported on corruption offenses from prosecution, establishes the legal and organizational framework for the protection of these persons, and also aims to strengthen public confidence in the state and its structures.

It is provided that the person who reported a corruption offense will be paid a remuneration from the reimbursed amount of the corruption offense.

On January 28, the President of the Kyrgyz Republic signed the Law of the Kyrgyz Republic “On the budget of the Social Fund of the Kyrgyz Republic for 2019 and the forecast for 2020–2021”.

The law was adopted by the Jogorku Kenesh of the Kyrgyz Republic on December 13, 2018.

This Law approved the budget of the Social Fund for 2019 on revenues in the amount of 54 562.4 million soms and expenses in the amount of 53 095.6 million soms, and the surplus of the budget of the Social Fund was set in the amount of 1 466.8 million soms.

On January 31, the National Statistical Committee of the Kyrgyz Republic said that within the framework of judicial and legal reform in the country, since January 1, 2019, the Code of the Kyrgyz Republic on Violations has entered into force. The Code includes several norms that were previously in the Administrative Liability Code of the Kyrgyz Republic, in particular, the new Violations Code includes the rights of the National Statistical Committee of the Kyrgyz Republic to impose administrative fines.

Thus, in accordance with Article 294 of the Code of Violations, failure to submit, untimely submission or submission of inaccurate information or report to the authorized body entails the imposition of a fine of category 2 (for individuals - 30 calculated indicators, for legal entities - 130 calculated indicators), which fully provides for the possibility to impose penalties on the National Statistical Committee regarding respondents who violate the Law of the Kyrgyz Republic “On State Statistics” in the provision of statistics statements.

On February 1, the Ministry of Economy informed that the Ministry with the support of the GIZ, has developed a draft law of the Kyrgyz Republic “On e-commerce”. The bill aims to ensure legal conditions for e-commerce, consolidate the rights and obligations of persons carrying out e-commerce, and determine the rules for conducting transactions using electronic documents.

Currently, there is no legislative platform for e-commerce in Kyrgyzstan. Market participants use the existing provisions of other regulations.

An Inter-Agency Working Group is now being created with the participation of representatives of relevant ministries and departments, and the country's business community to conduct a Regulatory Impact Analysis (RIA) for this draft law.

On February 2, Prime Minister of the Kyrgyz Republic approved the Government Program for the development of the tourism sector for 2019-2023. The Program and Action Plan pay great attention to the issues of socio-economic development of the country's regions, which are the driving force of the tourism industry.

In addition, the Program reflects the map of priority natural, historical and cultural sites of the country, which should become the basic points for the development of domestic tourism.

The Action Plan includes 47 points, the proper execution of which will strengthen the development of the tourism industry as a priority sector of the country's economy.

On February 2, the Prime Minister of the Kyrgyz Republic approved the decision to create the State Enterprise "Kyrgyz Tourism" under the Ministry of Culture, Information and Tourism of the Kyrgyz Republic.

The State Enterprise "Kyrgyz Tourism" is created to effectively implement the state policy in the field of tourism and the rational use of state-owned sanatorium and resort organizations.
